EOI Scope of Work for Competency Assessment of Village Watershed Committee and Village Development Committees in Gajapati and Rayagada District for Odisha The purpose of this document is to clearly define the scope of work, including the objectives, deliverables and timeline for the VWC competency Assessment in the project “SMART Skills for VWC” Background Society for Welfare Animation and Development (SWAD), SURAKSHA and NIRMAN are implementing watershed projects in Gajapati district and Rayagada district of Odisha supported by NABARD. Village Watershed Committee (VWC) is a primary project implementing unit in the watershed area. This committee owns the project and is responsible for the planning, implementation, monitoring, and maintenance of the project during project period and after the project period. Finance management is also a major component of VWCs. Village Watershed Committees (VWC) are constituted with 9-11 members depending on number of families and villages covered under the watershed project. In the10 watersheds implemented by above three organisations have 104 VWC members and 496 VDC members. Further, these committees have minimum representation of 30% women and two representatives from landless families. The committee will be a registered society during initial year of implementation. Village Development committee is the informal body of a village to plan and take decision on various developmental activity of the village. The watershed fund flows till 5 years and after that the committee is responsible to manage the structures and watershed development work by leveraging funds from Government welfare activities of managing maintenance fund. To perform vibrantly the committees needs to be capacitate in different technical areas. Though VWC are playing a vital role in planning, implementation, monitoring and management of watershed, there is no such model developed to strengthen them for enhance their effectiveness. CRS is supporting to pilot a project on Smart Skill Competency Model for enhancing VWC’s competencies in the area of Governance, Natural Resource Management and Finance Management. With the above background, SWAD, SURAKSHA and NIRMAN plans to hire a team of data collectors for the qualitative assessment of VWC to measure their competencies. Goal and Specific Objective of Smart Skill Project The goal of this initiative is to empower rural farm families in Odisha to effectively govern and manage land restoration adapting to climate change challenges with specific objective is to create a model for VWC’s capacity building to enable and strengthen them to lead inclusive and sustainable management of landscape restoration activities. Objective of the Assessment To assess and evaluate the current skills and competencies of Village Water Committees (VWCs) and Village Development Committees (VDC) in three technical areas: Governance, Natural Resource Management, and Finance Management. The survey aims to highlight the success and learnings of the project. Geographical Coverage and Size of Assessment The assessment will be done in 5 watersheds (detail given in ANNEX -1) of Mohana block of Gajapati district and K. Singhpur block of Raygada district, Odisha. This will be executed with 53 VWC members and 70 VDC members individually. Besides, there will be 15 FGDs with all 5 VWCs. The group exercise will be done thrice in one VWC group. It will be done separately with male and female members than together it will be finalised.
