Job Description:

The Manager of Water Quality reports to the Director of Water Quality and is responsible for actively managing and resolving all water quality issues and providing oversight to water quality projects across the California utility; ensuring compliance with Federal and State regulatory requirements and public health protection. The Manager of Water Quality will supervise a staff of regional Water Quality Program Managers (WQPMs) and Water Quality Specialists (WQSs) located in several of the Company’s district offices throughout California. This position is located at the Customer Support Services office in San Jose.


  • Responsible for drinking water public health, regulatory compliance, and permitting
  • Manages WQPMs located in Torrance, Bakersfield, Stockton, Visalia, Chico and Bear Gulch offices
  • Develops, and implement policies, procedures, and training programs for the districts and water quality staff on a wide variety of water quality topics
  • Oversees the creation and implementation of water quality compliance monitoring schedules to ensure compliance
  • Oversees preparation of Consumer Confidence Reports, Annual Water Quality reports, Monthly reporting and any other internal and external reporting,
  • Oversees the assessment of water quality analytical results of raw and finished water for compliance
  • Reviews water quality data of new supply sources for compliance and acquisition
  • Participates in the evaluation and determination of appropriate treatment for removal of contaminants
  • Leads the planning process for emerging contaminants and new regulatory requires.
  • Provides water quality input in the development of capital projects, strategic planning, and the General Rate Case process.
  • Coordinates planning, implementation and reports for research of new technology and review of other research impacting the water industry.
  • Reviews correspondence and reports for submittal to State and Federal regulatory agencies on issues of compliance and permitting
  • Develops and maintain professional relationships with DDW, EPA, and industry groups; respond to inquiries and requests as necessary and representing water quality issues in stakeholder meetings. Oversees permitting of drinking water systems including: distribution system, sources, and treatment facilities through DDW
  • Provides guidance to operations management staff on water quality problem solving and regulatory compliance
  • Provides due diligence review of water system acquisitions, consolidations, and/or new systems
  • Participates in California/Nevada AWWA leadership roles on committees
  • Participates in the California Water Association water quality committee
  • Provides 24 hour a day, 7 days a week availability for water quality emergency response


  • Bachelor’s degree in Chemistry, Biology, Environmental Science, Environmental Engineering or a related field. Master’s degree is desirable
  • Minimum of five years experience working in the water quality compliance field
  • Staff management experience is desirable
  • Excellent verbal and written communication
  • Excellent organizational skills
  • Excellent inter-personal skills
  • Knowledge of Microsoft Office
  • Certification and experience with cross connection control is desirable and acquire certification as a Backflow Tester and Specialist within one year of employment
  • Excellent knowledge of Federal and State water quality regulations – including backflow and cross connection control programs.
  • Have a working knowledge of Water Treatment and Distribution practices in the Water field
  • Drinking Water D2 and T2 certification is desirable and required within one year of employment

  • Knowledge of federal, state, and local water quality regulations including California Title 22 regulations and the Federal Safe Drinking Water Act (SDWA) regulations

  • Knowledge of and the ability to comply with SOX requirements
  • Knowledge and understanding of the GRC process
  • Knowledge of and ability to apply water and environmental regulations
  • Knowledge of drinking water contaminants, their standards, and all associated regulations
  • Knowledge and understanding of drinking water standards and familiarity with the intent of regulations
  • Knowledge of water quality sampling, test methods, chain of custody documentation, and compliance standards
  • Knowledge of treatment technologies, common treatment interferences, causes of failures, and troubleshooting
  • Ability to respond to emergencies 24/7 and work with district management to assess conditions, make appropriate decisions or recommendations, and provide guidance based on information communicated by all involved parties
  • Ability to work effectively with customers, contractors, consultants, agencies, vendors, and personnel
  • Ability to communicate both verbally or in writing with all levels of employees and management
  • Ability to think clearly and react appropriately in emergency situations

Salary Range: $103,000 - $191,000
