One WaSH National Program-Consolidated WaSH Account Phase II
The Government of Ethiopia has received loan and grant from different funding/lending agencies through One WaSH Nation Program Consolidated WaSH Account Phase two (OWNP CWA-II) towards the cost of water supply and sanitation and hygiene and intends to apply a portion of this loan and grant to eligible payments under this contract.
The Amhara National Regional State Water and Energy Bureau now invite eligible and competent candidates for the following vacant positions in the Regional WaSH Management Unit (PMU) and Regional WaSH Coordination Office (RWCO) to indicate their interests in providing the required services.
- Position Title: Project/Program Coordinator
Quantity: One (1)
Job Description
The role of the Program Coordinator of the PMU working in Bureau of Water and Energy under the OWNP-CWA Phase II PMU is to support & facilitate the effective implementation of the Water Supply, Sanitation & Hygiene Program. Since responsibility for the program implementation water supply, sanitation and hygiene program is decentralized to the Regional, Woreda and Town levels, the role for the CWA Phase II PMU primarily involves providing the support required by these lower tiers to carry out their functions, as well as to help, facilitate and strengthen communications between the different tiers. As such, under the WASH program the role of the program coordinator will be to support the Regional WaSH coordination Office in communicating with Zonal WaSH Coordination and Management Unit, Woreda WASH Team and Town Water Utilities and providing them with the directions, information, systems and skills.
Specific duties and Responsibilities
On the basis of the roles described above, the specific areas of responsibility of the PMU coordinator include, but not limited to:
- Plan and manage the overall activities of CWA Phase II program as per the POM,
- Prepare the annual work plan of the program management unit with consultation of all
benefiting Woredas, towns and regional water bureau, - Play Facilitation role in different Workshops, Trainings and Seminars which will be conducted by the Program Management Unit,
- Prepare and consolidate all reports and plans of Woredas, towns and the region for the input of regions, federal and DPs and world bank consumption as per the POM and timely submit to the federal PMU,
- Review the Bi-monthly Report that submitted by all technical specialists together with the regional water bureau respective directorate director and bureau head,
- Closely work with all stakeholders in the preparation of work schedule (action plan),
- Lead and actively participate in the preparation of contract agreement, bid documents payment certificate preparation & timely submit to regional bureau respective directorate directors and bureau head for approval of various contract agreement document and contract negotiation,
- Design review & preparation, BOQ Preparation, payment certificate preparation and approval, contract administration, bid document preparation
- Prepare, Review and consolidate the monthly, quarterly, Semi-annual and annual reports submitted to the different Units, by the WWTs, and town water board (Water utilities), and timely submit to the concerned body
- Work on data management, update and review of program baseline data of (including woredas and towns), woreda and town strategic plan;
- Collect, Record and File of all physical activities (works) of the CWA Phase II program,
- Conduct site visits to implementation site of Woredas and towns in order to supervise & closely follow up the implementation of the CWA Phase II program,
- Actively participate in the realization of the Rural, CR and Urban Water Supply & Sanitation Practitioner Network,
- Frequently communicate, arrange short meeting and discussion with Regional Project Management Unit technical & support staff to any updated activities, information and any issue of CWA Phase II program,
- Oversee & countercheck the output of all technical and support staffs as per their ToR,
- Performs other related activities and assignments given by the bureau
Duration of the Assignment:
- The assignment will be for one year with possibility of extension based on performance evaluation.
Required Qualification and Experience
- MSC Degree and above in Water Supply Engineering, Hydraulic Engineering, Civil Engineering or related fields with Minimum of 10 years relevant work experience in the field of study, design, construction supervision and coordination of WaSH projects/Programs out of these at least 3 years in coordinating and managing donor financed projects/programs.

- Position Title: – Senior Water Supply Engineer

Roles and Responsibilities
The role of the Senior Water Supply Engineer working under the OWNP CWA Phase II is to support & facilitate the effective implementation of the Water Supply, Sanitation & Hygiene Program. Since responsibility for program implementation of WaSH is decentralized to the Zone, Woreda and Town levels, the role for the CWA Phase II PMU primarily involves providing the support required by these lower tiers to carry out their functions, as well as to help facilitate and strengthen communications between the different tiers. As such, under the WASH program the role of The Senior Water Supply Engineer will be support the Regional PMU in communicating with Zone PMUs, Woreda WASH Team and Town Water Utilities and providing them with the directions, information, systems and skills.
The Senior Water Supply Engineer will work within the Water Supply and Sanitation Program Management Unit that is responsible for managing and coordinating CWA Phase II project at Amhara Water & Energy Bureau. The WaSH Program Management Unit Coordinator would affirm that work plans drawn by the Senior Water Supply Engineering order to discharge their contracted duties are logically compatible with their respective job descriptions and would monitor that the planned services are delivered by the expert in a manner and in line with the objective of the project/program.
Specific duties and Responsibilities
- The Senior Water Supply Engineer will report to the Regional PMU,
Contribute to the overall technical aspects of the rural and urban WSS project, including planning, Implementation, follow up and monitoring of the contract effectiveness with respect to program Guideline, manuals & standards. Participate in the production or updating of the necessary manuals and guidelines;
- Support Zones, woredas and towns in the study and design of water supply projects
- Prepare training documents, training plans and deliver trainings in priority areas;
- Identify the woredas and towns program gaps and management deficits and provides them with the technical assistance or the capacity development they require;
- Frequent field visit and follows up the Program activities at all stages: pre design stage, design stage, construction tendering stage, construction stage, completion & handover stage & maintenance (liability) period
- Production of contract management & Supervision manual for the consumption of regions, Woredas and town, particularly for contract administrator and construction supervisor;
Assist the Region /WWTs/Town Water Boards & Utilities in tender advertisement, analysis & award, evaluation, contract negotiation and Contract Signing and implementation;
- Follow up and assist the Region, Woredas and towns on overall program management starting from ToR and RFP preparation, negotiation and agreement up to end of contract implementation and final acceptance of the project includes follow up of payment modality and payment certificate review etc.;
- Produce and submit monthly, bi-monthly and back to office report to the CWA Phase II-PMU and; Performs other related and relevant assignments
Program Planning and Management
- Prepare the Regional PMUs annual plan and budget for the Regional CWA Phase II project;
prepare and consolidation of quarterly progress reports - Prepare an annual work plan for his support to the WDC, CWA Phase II PMU, and support the Regions in the preparation of their own PMU work plans and budgets;
- Promote learning between woredas and between towns by sharing information, progress
reports and best practices; - Foster integration under the sanitation projects by supporting efforts to integrate water supply, and sanitation interventions and coordinate planning across sectors;
- Provide technical backup support to all planning and management activities of the PMU
- Update data on WaSH physical and financial performance, including number of users
communities and beneficiaries vs planned activities considering integration of sanitation
performance of the program; - Work on timely track the allocated budget, received, used and liquidated to get additional funding.
Sector Training and Capacity Building - Work extensively with the Bureau, Zones, Woredas and Towns in implementing the program activities to ensure they have the necessary skills and trainings to perform their duties;
- Produce or update the necessary technical training materials and manuals for use by
implementing agencies (e.g., Cost effective designs, operation and maintenance, etc.); - Produce or update the necessary program management training materials and manuals for use
by implementing agencies (e.g., Procurement process, contract management, etc.); - Provide technical backup support and training to WWT/Town Water Boards/Utilities (urban)
during the early phase of project support (up to the first phase of construction);
Duration of the Assignment: The assignment will be for one year with possibility of extension based on evaluation of performance
Required Qualification and Worke Experiences:- MSC. degree and above in water Supply Engineering, Hydraulic Engineering, Civil Engineering or related fields with a minimum of 8 years of relevant experience in Design, construction supervision, assessment, analysis and development of Manuals and strategies of public services with a high credit to experiences in water supply and sanitation sub-sector. The specialist shall have strong capability of communication on the subject matter, and capacity to offer trainings.
Reporting: –
- The specialist reports to the PMU in monthly, quarterly, and yearly project status
- Submits field visits reports, workshops and meeting results (minutes) within agreed time frame

- Position Title: – Senior Environmental Safeguard specialist
Quantity: 1(One)
Roles and Responsibilities
The Senior Environmental Safeguard specialist will be responsible for the provision of technical support to CWA Phase II partners at Zonal and Woreda levels. The senior Environmental safeguard specialist will be fully engaged in advising on, facilitating and ensuring (i) the effective implementation of the Environmental and Social Management Framework (ESMF) and RPF, and (ii) the creation of adequate awareness and capacity building at all levels for management of the social aspect of the project.
The responsibility of the safeguard specialist also includes the monitoring and follows up of the environmental and social management plans that mitigate potential impacts of the project.
The Environmental safeguard specialist will work in close collaboration with Regional CWA Phase II staffs in partnership-oriented approach, harmony and team spirit. The safeguard specialist is particularly expected to backup regional CWA Phase II PMU on technical matters related to ESMF and RPF implementation.
Specific duties and responsibilities
The Senior Environmental Safeguard specialist will be accountable to the regional PMU Coordinator and will undertake the following duties and responsibilities: –
- Provide technical assistance/ support to the town level environmental and social safeguard experts jointly with other social safeguard experts.
- Conduct environmental and social safeguard training to the town level environmental and social safeguard experts jointly with other social safeguard experts.
- Monitor and follow up the implementation of safeguard activities at regional level.
- Coordinate environmental safeguard activities at regional level.
- Conduct public consultation meeting jointly with town level environmental and social safeguard experts.
- Review environmental and social safeguard instruments/tools like ESIA, jointly with other social safeguard experts.
- Prepare and consolidate quarterly, semiannual and annual environmental safeguard work plan at regional level.
- Prepare and consolidate quarterly, semiannual and annual environmental safeguard report at regional level.
- Visit the program sites as and when necessary and undertake field inspections and critical evaluations of actions needed to ensure the safety of the program; and give feedback to the regional PMU coordinator.
- Assess the adequacy of the implementation of the safeguard measures and the capacity of institutions and agencies responsible for environmental safeguards.
- Work closely/jointly with Federal and town level environmental safeguard experts.
- Assist the Regional PMU coordinator in the identification of safeguard activities and undertake other assignments’ given by the coordinator.
Required Educational Qualification and work experience
- MSc or BSc degree in environmental science, environmental engineering or other related fields, with 8 years for BSC degree and 6 years for MSC. Degree relevant work experience of which the candidate should have at least 3 years of working experience in WaSH sector.
- The candidate should have knowledge of Government of Ethiopia and World Bank financed project guidelines and procedures in Environmental safeguards, Environmental assessment and analysis, as well as World Bank Environmental and Social Safeguard Policies.
- Experience in effective stakeholder engagement, grievance redress mechanism.
- Fluency in English language (spoken, listening and written)

Roles and Responsibilities
The Social development and safeguard specialist will be responsible for the provision of technical support to CWA Phase II partners at regional, Zone and woreda levels. The senior social safeguard specialist will be fully engaged in advising on, facilitating and ensuring (i) the effective implementation of the Environmental and Social Management Framework (ESMF) and RPF, and (ii) the creation of adequate awareness and capacity building at all levels for management of the social aspect of the project.

- Review environmental and social safeguard instruments/tools like ESMF (Environmental and Social Management Framework), RPF (Resettlement Policy Framework), ESIA, RAP and ARAP jointly with other environmental safeguard experts.
- Prepare and consolidate quarterly, semiannual and annual social safeguard work plan at regional level.
- Prepare and consolidate quarterly, semiannual and annual social safeguard report at regional level.
- Visit the program sites as and when necessary and undertake field inspections and critical evaluations of actions needed to ensure the safety of the program; and give feedback to the regional PMU coordinator.

Roles and Responsibilities
- Proven experience in (women’s) MSE development, preferably related to WASH sectors
- Experience in public participation and presentation
- Experience in capacity building of WASH partners in gender mainstreaming in WASH
- Good communication and report writing skills in Amharic and English
- High professional integrity and able to work in difficult conditions
- Good computer skills (word processing, spreadsheets, project management, data base management,
- Good knowledge of inclusive WaSH and Experience in monitoring WASH activities from gender and disability inclusion perspective.
- Experience in community based, demand driven project management is an asset
- Ability to work and communicate with international stakeholders and communities of diverse cultures
Specific duties and Responsibilities
- Assist Comprehensive Program implementation in the WaSH sectors, program woredas and small towns with respect gender and inclusive WaSH,
- Assist the WaSH sectors to include gender and inclusive WaSH activities in their overall program planning and implementation at all level.
- Manual and TOR preparation and conduct capacity building based on gap analysis and follow up community and school Hygiene and Sanitation and Behavioral Change implementation
- Recommend, build the capacity and follow up of inclusive WASH Facility construction and management
- Advice, encourage and build the capacity and follow up Gender Mainstreaming, women empowerment & participation in every WaSH facility planning, implementation and management
- Approve, encourage and follow up gender/women participation, leadership roles in every WaSH physical activity implementation, job created enrolment, proportion of WaSHcom, SME, artesian, contractor and collect data, document the result, analyses and report;
- Advice and build the capacity and follow up menstrual hygiene management implementation
- Support to woredas in monitoring of achievement of objectives (and indicators), in record keeping, appraisals, site selection, project filing, reporting and design strategies for data exchange
Responsibilities in Women’s MSE Development, Gender Planning and Disability Inclusion
- Identifying and encourage economically feasible, already existing women-led MSEs and use them for scaling up in the program Woredas
- Development and carrying out of a capacity development package for selected women, construction and sanitation entrepreneurs in business plan and technical trainings in collaboration with the WaSH sectors and other CSO working in the sector.
- Leading a case study on performance and outcomes of the selected women-led MSEs.
- In collaboration with Women’s Bureau organize regional gender & WASH planning and monitoring meetings in the Regions and program woredas.
- Assist in sanitation and health aspects, particularly focusing on girls (menstrual health)
- Assist schools with MHM facilities in capacity building of gender/girls’ clubs
- Involve in gender and disability inclusion audit on selected water points/WaSH facilities
- Advice and train staff in Disability Inclusion and have the overall responsibility to look after the disability inclusive implementation and awareness creation
- Carry out training of the Program on public participation in collaboration with WaSH sectors
- Design strategies for equitable WaSH facility services access for disabled, old, women
- Carry out zone and Woreda Training of Trainers, kebele WASH team training, and WASHCOM training (related to new WaSH facilities to be constructed)
- Assist All WaSH sectors in the region and Woreda including Women Affairs in training of WaSH beneficiary women community members & other inclusive WaSH activities.
- In addition to the above-mentioned activities, the Gender and inclusive WaSH Specialist Performs other related and relevant assignments given by the RWCO, coordinator.
- Will responsible and report to the RWCO
Qualification & Experience: – MA/MSc/BA/BSc. Sociology, Social work, Community Development, Gender Studies with 8 years for MA or 10 years for BA relevant work experience as stated in the duties and responsibilities of which 3 years in Gender and inclusive in WaSH sectors.
Duty Station: Bahir Dar, Bureau of Water and Energy with Frequent field travels in the Region.
