Namibia faces a sanitation crisis with 46% of its population practicing open defecation (OD). High levels of rural to urban migration exacerbate sanitation situation through the expansion of informal settlements. OD rate has increased from 19% to 26% between 2013 and 2016. OD and poor hygiene pose the greatest public health risk as manifested in the outbreak of Hepatitis E since December 2017. This situation has been worsened by the outbreak of COVID-19.
City of Windhoek (CoW) in collaboration with the two Constituency Councils, Ministry of Health and Social Services and UNICEF are rolling out a Community Led Total Sanitation (CLTS) pilot programme in the selected blocks in Moses Garoeb and Samoral Machel constituencies. The CLTS approach, allows households to construct their own pit latrines in accordance to the standards approved by CoW. The pilot programme is targeting about 3000 informal houses. The objective is to scaled up to other unserviced areas around the CoW.
In terms of Section 27 of the Environmental Management Act, 2007 (Act No. 7 of 2007), new Township Development falls under the "List of Activities that may not be undertaken without an Environmental Clearance Certificate". The EIA to be undertaken should consider any impacts that may result from the proposed construction of household pit latrines.
Thus, the proposed CLTS pilot programme require an Environmental Clearance Certificate hence it is subject to a thorough Environmental Impact Assessment (EIA) study, conducted in full compliance with environmental assessment procedures specified in the Environmental Management Act 7 of 2007 and the Environmental Impact Assessment regulations.
How can you make a difference?
The objective of this consulting service is to conduct the Environmental Impact Assessment (EIA) study together with the Environmental Management Plan (EMP) to obtain an Environmental Clearance Certificate for providing acceptable and affordable sanitation solutions in the informal settlements of Windhoek.
The consultant shall conduct his/her work in consultation with and to the satisfaction of the client. Deliverables will be submitted in terms of the approved programme.
All drafts will be submitted in a word format except the final reports that will be submitted in the pdf format.

The expected final product should be three sets of hard copies, an electronic document of the final Environmental Impact Assessment Report and an Environmental Management Plan. CAD/GIS plans/maps must also be submitted to the client that clearly shows the environmental sensitivities.
The following information can be obtained from Health and Environment Services within the Economic Development and Community Service Department and such data will only be made available to the appointed consultant. However, it is the responsibility of the Consultant to obtain all relevant and existing national or local regulations, Acts, policies, guidelines and any other relevant data and information.

- The Environmental Impact Assessment Report should include the Environmental Management Plan that stipulates how the likely impacts are to be mitigated and monitored and recommended measures to guide the implementation of a project and ongoing operations thereafter.
- The consultant is expected to keep in touch with the Ministry of Environment and Tourism until the record of decision or the Environmental Clearance Certificate is issued.
REPORTING PROCEDURE AND SUPERVISION
UNICEF will contract the consultant on behalf of the CoW. The Consultant will have a dual reporting lines with the Manager of Environmental Management Division (CoW) and quality assurance responsibility to the Chief of Child Survival and Development (UNICEF). The CoW will be responsible for the management and supervision of the consultancy. The Consultant shall complete all the work under the supervision of CoW as specified in the Scope of Work. UNICEF will only process payment for the satisfactory performance of the Work and deliverables upon notice from CoW in terms of the agreed payment schedule.

QUALIFICATION AND EXPERIENCE
Desired background and experience: A minimum of a master's degree in Environmental Management, Environmental Science, Environmental Engineering or related fields.
Experience: A minimum 5 years of progressively experience and knowledge in implementing similar assignments, a high standing in the professional community. Experience in EIA processes, the type of development being proposed, as well as the area within which the development is being proposed.
Language Proficiency: The incumbent must be fluent in both English and any local language. The incumbent must have a proven ability to communicate quickly, clearly and concisely both orally and in writing. The incumbent must have demonstrated ability to produce professional quality technical and analytic materials.
Skills and Abilities: The incumbent must have superior analytical and communication skills. The ability to obtain, evaluate and interpret factual data and prepare precise, accurate and complete reports is required. Strong computer skills and knowledge, such as Word, Excel, and PowerPoint or other database software, and word processing programs are necessary.

Namibia like the rest of the world is fighting against the spread of COVID-19 with cases of community transmission reported in the study areas. Public gatherings pose a high risk of community transmissions. The public consultations will be done in strict adherence to the national COVID-19 regulations in relation to the number of people allowed for public gatherings, the mandatory wearing of masks, maintaining of the required social/physical distance and the practice of hand hygiene.
