Main Purpose Of Job
The Natural Resources Planner II will assist with the activities required by the Federal Emergency Management Agency (FEMA) Community Assistance Program – State Support Services Element (CAP-SSSE) in the State of Maryland. The CAP-SSSE program helps states proactively identify, prevent, and resolve floodplain management issues in participating communities before a flood event even occurs through the implementation of the National Flood Insurance Program (NFIP). This relates to the Department’s mission to protect and restore the environment for the health and well-being of all Marylanders by reducing flood risk. It also relates to one of MDE’s Water and Science Administration’s Chesapeake Bay climate adaptation goals of stormwater resiliency, flood protection, and pollution prevention to include water resources resilience.
The working conditions of this position involve exposure to uncomfortable or unpleasant surroundings. The work often requires fieldwork, regardless of weather conditions. Work also involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. This work may sometimes include lifting and moving heavy boxes. Work requires the use of protective equipment such as goggles, gloves, masks, etc.
The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver’s license with no more than 5 points on their driving record in order to drive a State vehicle
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.
Experience: One year of experience in natural resources planning or applied environmental science.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.
2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- Experience with FEMA’s National Flood Insurance Program.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
