Assignment Title: Consultancy Services for Sanitation Marketing and Design of Resilient Household Toilet Models for Rural and Small Towns Areas in the Provinces of Nampula and Zambézia

The Government of Mozambique has received financing from the World Bank to invest in water supply and sanitation in Nampula and Zambezia provinces, with the objective of increasing access to safely managed water supply and sanitation services, support the institutional development of the sector and intends to apply part of the proceeds for consulting services.
The consultancy services (“the Services”) will include (i) detailed technical studies and projects for resilient household toilet models/facilities, and (ii) develop a sanitation marketing strategy, plan and support its implementation in selected small towns, rural growth centers and rural areas where construction or rehabilitation actions of Water Supply Systems (WSS) will take place in the provinces of Nampula and Zambézia .

AIAS, IP, the implementing agency, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- The Consultant must have at least 10 (ten) years of experience in social marketing work and the design of low-cost family sanitation infrastructures.
- Experience in the sanitation or health sectors as well as experience in environmental and social protection policies and standards of the World Bank.
- The Consultants should demonstrate record of accomplishment of developing evidence-based and impactful marketing and communication strategies and campaign material including branded, category – level promotion and behavioural change.
- Experience in behavioural change communication capacity with demonstrated experience in creative concept development that can be used as a means to trigger a change in behaviour and experience in reaching peri-urban and urban populations in Southern Africa or similar environments is essential.
- The consultant must have experience in engineering design and construction management of a large number of domestic sanitary installations of a similar nature and complexity.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
