Background
 

UNDP is implementing the UNDP Country Programme in Myanmar for 2013-2017 with the aim to promoting local governance, growth and sustainable development with the emphasis on right-based, gender sensitive, inclusive and equity. This goal will be pursued through three complementary pillars; Pillar I – Local Governance, Pillar II – Environmental Governance and Disaster Resilience, and Pillar 3- Democratic Governance.

Environmental Governance and Disaster Resilience Pillar focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, and to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters.

UNDP’s work in environmental governance and natural resource management concentrates on the following interlinked strategies: 1) building institutional capabilities for strengthening institutions for environmental and social protection as well as for integration of environmental concerns into national and sectoral plans and strategies, 2) promoting institutional and community capacity for climate change mitigation through implementation of Myanmar REDD+ Readiness Roadmap, and access to renewable energy, 3) biodiversity conservation through integrating biodiversity and ecosystem management into development planning and production sector activities, and strengthening protected area system.

UNDP is now looking for a Chief Technical Advisor (Environmental Governance) who will provide high level technical advice to UNDP and its counterpart government departments in strengthening environmental governance and natural resource management in Myanmar.

 
Duties and Responsibilities
 

Under the overall guidance of Team Leader (Environmental Governance and Disaster Resilience), the Chief Technical Advisor will provide high level technical advice in implementation of the environmental governance and natural resource management Output Area of UNDP Country Programme through the above mentioned interlinked strategies.

The specific responsibilities of Chief Technical Advisor are as follows;

  • Technical advice to the Government and facilitation of knowledge building and management for strengthening environmental governance;
  • Programmatic support and guidance for the implementation of environmental governance and natural resource management Output Area of the UNDP Country Programme;
  • Resource mobilization and strategic partnerships across the environment sector.

Technical advice to the Government and facilitation of knowledge building and management for strengthening environmental governance, focusing on achievement of the following results:

  • Provide technical advice to UNDP and its counterpart government departments on a range of environmental issues and on mainstreaming environmental considerations into the country’s development sectors;
  • Map relevant strategies related to sectoral development, environment conservation and climate change adaptation related planning in the country and undertake thorough analysis and research of the political, social and economic situation of the country and contribute to the formulation of UNDP Country Programme beyond 2017;
  • Review global and regional strategies related to Sustainable Development Goals, Sendai Framework for Action, Paris Agreement on Climate Change, Habitat III including lessons learned from the implementation of the predecessor frameworks;
  • Provide all technical support for the formulation of National Environmental Policy, Strategic Framework and Master Plan and for the development of related institutional arrangements;
  • Lead the development of detailed framework and plan for National Environmental Policy Strategy Framework and Master Plan formulation process and support the meetings in close consultation and coordination with relevant stakeholders and decision makers;
  • Facilitate consultations at National and Sub-National level for Environmental Policy vision, objectives, projects and outcomes aligning with the development priorities while comprehensively addressing disaster risk and climate change related risks as well as cross cutting issues such as Gender, Natural Resources Management, Urbanization etc.

Programmatic support and guidance for the implementation of environmental governance and natural resource management Output Area of the UNDP Country Programme.

  • Contribute to and support the UNDP CO Programme Analyst in annual work planning process to  ensure that the annual work-plan meets required standard of quality, is result-based and within the specific constraints of time and cost;
  • Support the UNDP CO Programme Analyst to effectively manage project implementation, financial resource management, coordination and administration, using established guidelines and procedures of UNDP and the Government of Myanmar to realize maximum performance and impact;
  • Contribute to formulation/improvement of an effective  monitoring and evaluation system of the Environmental Governance Programme and report on progress, including reporting to UNDP, development partners and national stakeholders on progress;
  • Contribute to preparation of Terms of Reference and design for such events as training (curricula, courses, schedules), study tours, conferences and workshops, and to advise UNDP on the joint approval and sign-off of these documents;
  • Contribute to preparation of Terms of Reference for recruitment of international and national consultants and experts, and advise the government and UNDP on joint identification, selection and approval of such advisors and consultants;
  • Support all inputs required for the various required reports including Progress reports, Financial Reports, Annual Reports, etc. and organize timely completion of technical reports;
  • Responsibility for selecting and bringing lessons learnt to help achieve the outputs of the Programme and facilitating the use of global knowledge networks in the field.

Resource mobilization and strategic partnerships focusing on achievement of the following results

  • Support effective and timely resource mobilisation in close collaboration with UNDP country office;
  • Promote information sharing and coordinate programme activities with other UNDP initiatives as well as with other United Nations agencies and donors, to develop inter-agency synergies;
  • Raise visibility of the programme strategies through knowledge sharing and well developed communication materials;
  • Liaise with and maintain regular contact with line ministries, UN agencies, and development partners, and support ongoing coordination efforts;
  • Ensures that UNDP and wider international best practice and lesson learning is fed into the implementation of programme strategies and in the work of UNDP Myanmar.

Impact of Results

Achievement of the above key results will contribute to the successful outcome of Country Programme particularly the environmental governance and natural resource managment Output Area as well as provide a framework for long term environmental sustainability in Myanmar.

Required Skills and Experience
 

Education:

  • A Post-graduate degree preferably in environment science, environmental policy, natural resource management, development studies or other related fields.

Experience:

  • A minimum 7 years of work experience in the environmental field of  work;
  • A minimum of 2 years of relevant international professional experience on Environment, Climate Change Mitigation, and/or natural resource management;
  • Specific working experience in capacity building, policy advocacy and coordination at national/or regional level;
  • Track records of working experience in developing environmental related policies and strategies, etc.;
  • Experience in South-East Asia and/or countries in transition would be an asset;
  • Previous working experience in similar position in UN agencies or International organizations would be advantage;
  • Proficient in using the prevalent computer applications (word processing, presentations, email, etc.); 
  • Self-motivated, ability to work with minimum supervision;
  • Good communication and interpersonal skills, team oriented work style; ability to work in a multi-cultural environment;
  • Demonstrated ability to work under pressure, multi-task and meet deadlines.

Language:

  • Excellent command of written and spoken English.
