REQUEST FOR EXPRESSION OF INTEREST (REOI)
SELECTION OF AN INDIVIDUAL CONSULTANT (International/National)

The Government of Kiribati (GOK) has received financing from the World Bank towards the cost of the South Tarawa Sanitation Project (STSP) – P176108 and intends to apply part of the proceeds for consulting services.
On behalf of the STSP, KFSU now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services for the following position:
- 1x full time Sanitation Engineer (National/International)
The Consultant will be based at the STSP Project Management Unit (PMU) in Kiribati. The initial duration of the consulting assignment is full time for twenty-four (24) months with probationary period of six (6) months. The consultant will serve as an Engineer for the first year and may have the advantage to take on the Deputy Project Manager’s (DPM) role moving forward subject to performance review, and availability of funds, though he/she will still need to apply for the DPM position when re-advertised.
The criteria for selecting the Consultant are:
- Essential Requirements – Qualification, Skills and Experience
- A minimum of bachelor’s degree in environmental or civil, engineering or any related engineering field.
- At least 10 years of demonstrated experience in water and sanitation engineering, construction supervision, operation and maintenance.
- At least 5 years of Project Management experience
- Desirables
- Experience and exposure to ADB or World Bank funded projects implementation.
- Advance degree and other applicable postgraduate trainings/certificates specific to Sanitation.
- Experience in Kiribati or other pacific island countries.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submission of a Cover Letter or Expression of Interest (EOI), curriculum vitae with description of experience in similar assignments, similar conditions, etc. and with supporting documents.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Deadline for submission of EOIs is 24th May 2024. Submission is to be made to Secretary Ministry of Infrastructure & Sustainable Energy, Dr Farran Redfern (secretary@mise.gov.ki) and copy to Areke Alexander Tiareti (a.tiareti@mise.gov.ki) and Sally Itaea (sitaea@mfep.gov.ki).
