Background
 
The Integrated area-based development in Osh province, Kyrgyzstan aims to assist the Kyrgyz Government to establish conditions for prevention of violent conflicts and to secure sustainable human development. The Goal will be achieved through implementation of inter-linked comprehensive measures aimed at significant reduction of poverty and improving welfare of target communities and establishing more favorable conditions for sustainable development of human capital in three target districts of Osh Province. The Programme will create various opportunities for the target population to reduce vulnerability on the short-term and long-term perspectives through various economic activities, improved access to water, environmental security, generation of employment and rehabilitation of socio-economic infrastructure.
 
The Programme aims to achieve the following expected outputs:
Output 1: Sustainable agriculture, tourism, trade and green technology promotion will facilitate job creation, poorest-groups’ socio-economic integration, and improved living standard in target districts
Output 2: Water supply rehabilitation (potable water and irrigation) in the pilot districts, also through low cost environmentally safe technologies, will improve access for rural communities to sustainable water supply in target districts
Output 3: Socio-economic infrastructure rehabilitation will facilitate improved rural community welfare and resilience in target districts.
Output 4: Enhanced vocational education will raise employment in target districts in a long-term perspective
Output 5: Local community resistance to local natural disasters will be enhanced in target districts
 
Under the guidance and direct supervision of Osh Area Manager the Water Management Specialist will be responsible for effective and efficient implementation of the component framework “Water supply rehabilitation (potable water and irrigation) in the pilot districts, also through low cost environmentally safe technologies, will improve access for rural communities to sustainable water supply in target districts, including through the design, planning, management and monitoring of project activities.
The Water Management Specialist applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations.
The Water Management Specialist works in close collaboration with the Area Based Development Programme team as well as the team in the Country Office (CO) for effective achievement of results, anticipating and contributing to resolving complex programme/project-related issues and information delivery. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.
 
 
Duties and Responsibilities
 
  • Provide support in the implementing the Osh Area Based Development Programme; 
  • Assume responsibility for the practical coordination and implementation of the “Water supply rehabilitation (potable water and irrigation) in the pilot districts through low cost environmentally safe technologies; 
  • Provide assistance to communities and beneficiaries for designing potable water and irrigation project drafts, provide consultative and advisory support and facilitate the implementation of the activities on sustainable water management to Water Users Unions and Associations including energy efficient and environmental technology implementation; 
  • Assist and consult the local authorities and community groups in assessing, preparing and supervising qualitative carrying out the implementation of potable water and irrigation project, contract fulfilment monitoring and periodical performance evaluation during projects’ implementation process; 
  • Contribute to in-house monitoring and evaluation systems as well as monitor and follow up on potable water and irrigation projects progress; undertake field visits to project sites when needed; 
  • Ensure timely and adequate implementation of activities under the relevant AWP; 
  • Ensure timely submission of financial and activity reports by communities and sub-contractors and ensure harmonized reporting by recipients on key performance indicators; 
  • Apply UNDP programming tools and policies as explained in the Results Management Guide. Keep abreast of UNDP programming practices and maintain an optimum level of knowledge by continuous learning; 
  • Contribute to the preparation of qualitative work plans and financial progress reports related to the Water supply rehabilitation (potable water and irrigation) in the pilot districts through low cost environmentally safe technologies programme component as may be required by the Osh Area Manager; 
  • Contribute to the wide dissemination and visibility of project achievements. Support mechanisms for exchange of information, experience and lessons learned at the local and national levels; 
  • Maintain close coordination with assigned project partners, helping at ensuring synergies and avoiding overlaps in project implementation; 
  • Perform other tasks as required.

Required Skills and Experience
 
Education:
  • Bachelor degree in Water Resources, Hydrology, Agriculture, Civil Engineering, Economics or Management;
  • Master or equivalent is a strong advantage.
Experience:
  • At least 3 years of progressively responsible experience is required at the national or international level in water resource management, water supply, irrigation or other related field;
  • Experience in community-oriented programmes, project design, implementation, and monitoring and evaluation;
  • Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO or consulting firm is a very strong advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
Skills:
  • Strong communication and presentation skills;
  • Proven analytical skills and understanding of water management issues, water infrastructure development, capacity building of water users associations;
  • Ability to work in multicultural environment;
  • Ability to work under high pressure of delivery and in multi-tasks environment;
  • Understanding of functioning of the institutional structures of KR in the respective field.
Language Requirements:
  • Fluency in Russian and Kyrgyz languages;
  • Working knowledge of English.
