Objective and Purpose of the Assignment

 
 

The TA supports the operations department of ADB to implement the transformative goals of ADB Strategy
2030 by making Water Financing Partnership Facility (WFPF) resources readily accessible to (i) prepare
and implement innovative projects; (ii) pilot new approaches while bringing them to scale, and (iii)
help generate and manage knowledge that will result in designing and implementing better investment
projects. A dedicated and experienced Water Sector Group (WSG) secretariat at the Sustainable
Development and Climate Change Department will support the operations departments in implementing the
projects and activities.

The objective of this assignment is to ensure timely dissemination of water knowledge information to
target audiences within and outside ADB. The Consultant is expected to utilize, manage, and periodically
update information and messages using the various platforms.

Scope of Work

 
 

The Consultant will be responsible for updating the external water website, internal website for the
WSG, social media accounts, as well as the documentation of project stories and development of key
messages in coordination with operations departments (in terms of content), the Department of
Communications (DOC) [in terms of form and technical parameters], and the WSG secretariat (in terms of
knowledge management strategies for the sector).

Detailed Tasks and/or Expected Output

 
 

The consultant will execute the following specific tasks while ensuring alignment with the Water
Communications Strategic Plan and in close coordination with the SDSC-WAT Staff:

Website

a. Manage its technical direction and growth; develop plans for site enhancement, expansion and
reorganization; and implement new site features based on user feedback, statistics and priorities of the
WSG
b. Write or edit materials and ensure that the information is packaged in a manner that is useful and
interesting for web users, and constantly revised to reflect updated information
c. Supervise the design and maintenance of searchable content
d. Analyze monthly performance, particularly in terms of new audience to target or new features to
highlight, and submit quarterly reports to the WSG Secretariat
e. Manage the feedback mechanism for the water website and respond to comments or queries on a weekly
basis
f. Undertake online and offline promotion of the water website, including updating of key words and meta
tags, securing reciprocal links, advertising the website in reports, publications, business cards, etc.
g. Coordinate with web content providers (ADB regional departments, partner institutions, DMC partners)
and web technical support units (OIST, DOC) to ensure the development of substantive web content, web
architecture, and web design
h. Periodically update the WSG internal website, in coordination with SDCC-KC

Newsletter

a. Take primary responsibility for producing the quarterly Water for All e-newsletter and the weekly
Googling Water updates (sent via email);

Social Media

a. Manage other social media platforms (e.g., Facebook, Twitter, YouTube, LinkedIn, etc.) to support
internal and external dissemination of knowledge; and

Knowledge Products

a. Prepare write ups on project and demonstration activities of the WFPF and upload in the external
website, in coordination with DOC(https://www.adb.org/sectors/water/pda/activities)
b. Conduct first-hand research, visit project sites, interview project stakeholders to prepare stories
of WFPF-funded projects
c. Support post-event production of knowledge products, including editing and management of videos and
publications

Others

a. Promote water events organized by ADB, other knowledge sharing sessions and other activities outside
ADB (e.g., ADB Today announcements/blurbs, reports and articles, promotional materials, including
assisting with the establishment and management of dedicated web pages for major events).

Minimum Qualification Requirements

 
 

Bachelor’s degree in communications, or a relevant degree on research, knowledge work, and institutional
capacity development with at least 7 years working experience on publications and knowledge work with an
international organization, preferably with ADB or other MDBs. Preferably with working knowledge on the
water sector. S/he must demonstrate a sufficient level of understanding regarding emerging communication
and information technologies and their potential uses and ability to work in a team in a multicultural
environment, under pressure while maintaining a high level of accuracy.
