2. Project Background:
India’s National Urban Sanitation Policy (NUSP) forms the basis for the situation assessment and development planning for improved sanitation in cities and towns. The vision of NUSP is that “all Indian cities and towns become totally sanitized, healthy and liveable and ensure and sustain good public health and environmental outcomes for all their citizens with a special focus on hygienic and affordable sanitation facilities for the urban poor and woman”.
In Odisha, the NUSP is reinforced by the Urban Sanitation Strategy (OUSS). Its overall goal is to transform urban Odisha into community-driven, totally sanitized (safe), healthy and liveable cities/towns that are managed by Urban Local Bodies (ULB) with citizen and stakeholder participation. This agenda is supported by the current government through its emphasis on the Swachh Bharat (Healthy Cities) Mission. Launched in 2015, the SBM has led to the reshaping of Municipal services in 8 major cities in Odisha including the capital Bhubaneswar where Practical Action has its offices and a close relationship with the state water and sanitation authorities.
