Cambodia nationals: National Rural Water Supply and Sanitation Specialist
Objective and Purpose of the Assignment
1. Grant 0156-CAM (equivalent to $21 million) for the Second Rural Water Supply and Sanitation Sector
Project (RWSSP2) was approved on 15 September 2009. The expected outcome was improved access to water
supply for 377,000 rural residents and sanitation for 290,000 rural residents in 400 villages in 40
communes in 16 districts of six provinces. Based on the successful implementation of the Grant, the
Additional Financing for the RWSSP2 (RWSSP2 AF) was approved to finance expansion of the project
activities and with partial changes in scope. Combined with a $1.5 million grant and a $2.0 million
technical assistance, it is supporting the project’s original objectives, plus new initiatives to
enhance monitoring, introduce climate change adaptation and disaster risk management, and new sanitation
solutions. The additional financing was approved on 22 September 2016 for $15 million from the Asian
Development Fund. The project became effective on 2 December 2016. The loan closing date is scheduled on
30 June 2020, while the grant is scheduled for closing on 31 December 2019. The Ministry of Rural
Development (MRD) is the executing agency for both projects.
2. ADB is seeking the service of a National Rural Water Supply and Sanitation Specialist to assist in
the preparation of the ADB Project Completion Report (PCR) of the RWSSP2 and RWSSP2 AF as per ADB's PCR
Guidelines and Standards.
Scope of Work
3. The Rural Water Supply and Sanitation (RWSS) Specialist will work closely with the RWSS economist to
be recruited separately by ADB, the ADB (SEUW) project/PCR team and, relevant Ministry of Rural
Development (MRD) staff. The consultant will arrange required meetings, actively participated in the
discussion, review data collection list and support the collection, participated in the PCR mission,
submit data compilation and key findings preliminary analysis report, support the preparation of
responses to the comments received from the due diligence process and consolidation of the draft final
Detailed Tasks and/or Expected Output
4. The consultant will:
(i) Review relevant documents, reports, studies, plan, support the preparation of the data collection
list, and identification of data sources;
(ii) Support the coordination on PCR mission, participate in the discussions and collect data and
information on project implementation and activities, including timelines of achievement and/or progress
during project implementation, baseline and actual achievement of the impact, outcome, and output of the
project based on the Design Monitoring Framework, and follow up missing data and information with
(iii) Collect data on the completed facilities and their operation and maintenance, including the
recently completed facilities built under the grant (floating toilets, septage treatment plants, etc.);
(iv) Interview beneficiaries/users to obtain the first-hand data on the O&M of the facilities and their
perception of the project (from planning, implementation/construction, and operation), benefits and
other project-related matters. In particular interview women (woman groups) to obtain their stories on
the project benefits e.g. how the built facilities have reduced time to collect water, how the project
affecting their lives, cost saving, etc.
(v) Assess the quality of completed facilities;
(vi) Properly document all interview/discussion results, observations, field visits, etc.
Minimum Qualification Requirements
(i) At least a bachelors' degree in RWSS, civil engineering, or related fields; preferably at post-
graduate level or its equivalent.
(ii) At least seven years of relevant working experience in the RWSS works.
(iii) Working experience in data collection or monitoring and evaluation of RWSS projects in Cambodia
for ADB, World Bank, or other international organizations would be an advantage.
(iv) Familiar with Cambodia’s RWSS works/sector.

Regional/Country Experience: Required
(v) Experience in working with MRD would be an advantage.
