  1. The Government of South Sudan (GoSS), has received a grant from the International Development Association (IDA) of the World Bank to implement the Regional Climate Resilience Program (RCRP) under phase 1. The GoSS intends to utilize part of the proceeds of this financing to hire Technical Consulting Services for Policy and Regulatory Studies and Development of a National Water Resources Master Plan for South Sudan. The period of execution of the tasks identified in this Terms of Reference is thirty (30) months from the Commencement Date.

2. The primary objective of this consultancy is to prepare a climate-resilient national National Water Resources Master Plan (NWRMP) for South Sudan. The master plan should take into account the country’s freshwater availability, socio-economic needs, environmental considerations and demand for various sectors, such as agriculture, domestic use, industrial applications, and environmental preservation – including their transboundary (TB) dimension. The NWRMP development should follow a wide consultative process with multiple stakeholders to outline strategies and actions to achieve sustainable water management in South Sudan. It will also consider the policy, legal and institutional frameworks, and standards/guidelines relating to water resources management, including water resources management infrastructure.

4. The Ministry of Water Resources and Irrigation (MWRI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

i. The firm must be registered nationally or internationally with the preparation and/or development of Master Plans as one of its core businesses;

ii. A Minimum of ten (10) years as a consulting firm in development of a regulatory framework for watershed management to support flood risk management, such as flood plain zoning, riparian buffers, conflict-sensitive and gender-sensitive approaches to resettling communities living in highly flood-prone areas, Experience in Infrastructure Development and Investment Planning, and iterative testing of options, etc

iii. Experience of at least 3 assignments completed in the last 10 years, similar in nature, scope and magnitude in the following areas:

a. Development of a regulatory framework for watershed management to support flood risk management, such as flood plain zoning, riparian buffers, conflict-sensitive and gender-sensitive approaches to resettling communities living in highly flood-prone areas,

b. Undertaking basin-wide strategic studies to develop a national water resources master plan that addresses integrated water resources management (IWRM), including for mainstreaming climate considerations (Water Resource Assessment and Deep diving into Flood Risk Management – Assessment),

c. Experience in Infrastructure Development and Investment Planning, and iterative testing of options,

d. Experience in Institutional and Legal Framework for Implementation of a National Water Resources Master Plan,

e. Experience in Building Georeferenced Data Sets and Incorporation of Suitable Computer Modelling to Fill the Data Gap and Enhance the Accuracy and Efficiency Planning,

f. Experience in developing a robust monitoring and evaluation framework to assess the implementation and effectiveness of IWRM.

iv. Be able to clearly demonstrate their familiarity with the practical demands of working in fragile, conflict-affected situation (FCS), including both a solid understanding of FCS contexts as well as a well-established capacity to operate efficiently in FCS environments.

v. The firm must submit technical and managerial capability of the firm (Provide a description of the firm’s profile, including its management structure, provide the list of experts required in the ToR for the performance of this assignment with the indicated qualifications and experience [CVs will not be evaluated at this stage]).

5. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised and September 2023 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.

6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7. A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 and Fifth Edition September 2023.
