Introduction

The Department of Natural Resources is hiring a Water Quality Planning and Climate Resilience Specialist in the Water Resources Management Specialist – Advanced classification within the Division of Environmental Management. This position is located in Central Office, Madison. There is an opportunity to telework for up to 60% of the workweek dependent on work needs and performance. This posting may be used to fill future similar vacancies.

This is a Project position that will be expected to end on January 31, 2027. Project positions are eligible for benefits including health insurance, but the incumbent does not attain permanent civil service status.

Position Summary

This 3-year project position to support the development and implementation of areawide water quality management plans, with a particular focus on incorporating climate resilience and environmental justice considerations into existing- monitoring, assessment, and planning efforts.  Specifically, the position will provide support for Water Quality Program and cross-Division climate resilience and water quality planning initiatives, working to align planning efforts throughout the department around climate mitigation and adaptation work being implemented by partners at local and regional level, as well as identify opportunities to address climate change risks and environmental inequities within areawide water quality management plans to better assist local governments in developing resilient and equitable water quality protection and restoration solutions.

Salary Information

Water Quality Planning and Climate Resilience Specialist (Water Resources Management Specialist – Advanced) starting pay is $34.00 – $41.00/ hour ($70,720.00- $ 85,280.00 annually).

This position is in Pay Schedule/Range 15-03. A 12-month probation period may be required. Pay on appointment for current or former state employees will follow the provisions of the State of Wisconsin Compensation Plan.

Job Details

Residency: Wisconsin residency is required to be eligible for a project position. Project positions are temporary positions that provide benefits (including health insurance), but do not provide rights to a permanent civil service position and do not lead to permanent status in class. Individuals appointed to a project position are not placed on a probationary period.

Travel: Routine statewide travel is expected along with occasional overnight travel for meetings and training.

Qualifications

Required qualifications for this position includes all of the following:

Work experience, formal training (e.g. internship/apprenticeship), or education (associates degree or higher) in environmental science, environmental studies, aquatic biology, chemistry, limnology, natural resource conservation, urban/regional planning, or a related field

Experience developing, communicating, and presenting technical information for a variety of audiences.

Experience analyzing, interpreting, and applying water quality monitoring data for planning, assessment, or climate resiliency management purposes.

Best-qualified applicants will also have experience with combination of the following preferred qualifications:

A bachelor’s or graduate degree in environmental science, environmental studies, aquatic biology, chemistry, limnology, natural resource conservation, urban/regional planning, or a related field

Work experience in a field related to environmental regulation, natural resource conservation, climate change mitigation/adaptation, limnology, aquatic sciences, urban/regional planning, or a related field.

Experience collaborating with diverse stakeholders on lake, watershed or community planning and/or similar projects.
