The State of New Hampshire, Department of Environmental Services, Water Division, Drinking Water & Groundwater Bureau has a full time vacancy for a Lead and Copper/Disinfection Byproduct/Bacteria Monitoring Programs Supervisor. 

Summary: 

Supervises and coordinates duties related to multiple monitoring programs for the Drinking Water and Groundwater Bureau.

18 Months of additional relevant experience = Associate’s degree

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from a recognized college or university with a major study in any environmental science field, law or legal studies. Each additional year of approved formal education may be substituted for one year of required experience.

Experience: Five years’ experience in water resource management, environmental regulation or enforcement, or related environmental science, plus three years of supervisory experience in any occupational area. If related to the program area, the supervisory experience will count as part of the five years’ total experience. Each additional year of approved work experience may be substituted for one year of required formal education.

License/CertificationPossession of a validdriver’s license.

RECOMMENDED WORK TRAITS: Thorough knowledge of the principles and practices of public administration. Thorough knowledge of the principles and practices of supervision. Knowledge of federal and state accounting and administrative procedures. Extensive knowledge of the rules and regulations governing specific program(s) supervised. Ability to plan and coordinate the development of plans, policies and procedures. Ability to interpret and explain pertinent provisions of laws, rules and regulations. Ability to ascertain facts and obtain information by personal contact and observation in monitoring programs. Ability to express ideas clearly and concisely both orally and in writing. Ability to establish and maintain effective working relationships with governmental officials, subordinate employees, and the general public. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.

Responsibilities:

Develops implements, analyzes and evaluates program objectives and policies for multiple state and federal microbiological and lead and copper water system monitoring programs.

Supervises staff, develops and refines work methods, and evaluates personnel to accomplish Bureau goals associated with various monitoring programs. Ensures that subordinate employees receive timely performance reviews, delegates oversight responsibility for certain work outputs, and evaluates need for training, reassignment or increase/decrease in work responsibilities and output.

Develops, reviews, and analyzes Bureau procedures, policies and manuals to ensure consistency with state and federal rules. Recommends and implements revisions as required.

Researches monitoring data, documentation and appropriate state rules to determine public water system compliance with bureau regulations. Supervises and oversees enforcement of microbiological, disinfection by-product, lead and copper and groundwater rule violations.

Communicates and coordinates with the EPA and public water systems to implement new or updated drinking water regulations.

Communicates and coordinates with the Bureau’s Enforcement program by providing appropriate and complete data to ensure a consistent and equitable approach to enforcement issues.

Coordinates with municipalities, the Office of the Commissioner, the EPA and State Attorney General’s Office to initiate and implement bureau enforcement actions.

Continuously seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary or redundant actions.
