Assistant Director for Operations
The Department of Fish & Game works to preserve the state's natural resources and people's right to conservation of those resources, as protected by Article 97 of the Massachusetts Constitution. To carry out this mission, the Department exercises responsibility over the Commonwealth's marine and freshwater habitats that support them.
The Division of Ecological Restoration (DER) is charged with restoring and protecting the Commonwealth's rivers, wetlands, and watersheds for the benefit of people and the environment. This mission is critical to the success of the Department of Fish and Game that manages, protects, and restores the natural resources of the Commonwealth. DER works with community-based partners to restore aquatic ecosystems. The Division's ecological restoration work brings clean water, recreation opportunities, climate adaptation, and other ecosystem services to the citizens of Massachusetts.
The Department of Fish and Game, Division of Ecological Restoration, is accepting resumes and applications for the position of Assistant Director for Operations (Program Manager V).

The Assistant Director for Operations (AD) works as part of the Division Ecological Restoration (DER)’s Leadership Team with the Director and the Deputy Director to guide the Division’s work. The AD manages the Division’s day-to-day operations and ensures that DER can execute its work in a high-quality, efficient, and financially responsible manner. The AD oversees a four-person team responsible for DER’s fiscal management and operations, including fiscal planning, budgeting, procurement, management, information technology, communications, human resources, internal policy development, and office logistics. The AD liaises with Department of Fish and Game (DFG) staff including the Chief of Staff, Chief Financial Officer, EEA Deputy Human Resources Director, Information Technology staff, and others at the Department level on many of these activities. The AD oversees Division-wide processes such as strategic planning, annual work planning, ecological restoration project tracking, data management, and other critical operations.
The AD works across all the Division’s programs and the fiscal team to improve the efficiency of the Division’s work. The complexity and interdisciplinary nature of DER’s work requires strong operational leadership and synergy across the Division, and the AD brings this organizational leadership to the Division team.
The Assistant Director for Operations:
Works as part of the DER’s Leadership Team to lead the Division. Participates in long-range planning and the development of DER goals, strategic plans, and objectives. Leads the discussion of personnel, resources, space needs, information technology, workflow, and equipment decisions.
- Guides DER’s short and long-term operations planning, including Division-, program-, and project-level budgeting; human resources; use of/ need for specialized digital solutions; standard operating procedures for activities and workflows; space; and equipment.
- Ensures that relevant fiscal / budget information is available for short and long-term planning and decision-making
- Maintains up-to-date knowledge on DFG and Commonwealth policies and procedures by serving as DER’s liaison to the: Chief of Staff, Chief Financial Officer, Information Technology staff, and EEA Deputy Human Resources Director as well as other DFG staff.
- Manages organizational risk – financial and otherwise – by monitoring and escalating to the Leadership Team any relevant issues and concerns.
- Provides strategic leadership to DER in the areas of diversity, equity, and inclusion (DEI); helps DER to advance these values within its restoration projects and programs. Liaises with the EEA Deputy Human Resources Director and others regarding state DEI goals and policies. Remains current with DEI issues and opportunities in the environmental field and beyond.
Manages the Division’s operations, including but not limited to:
- Coordinates the Division’s annual Division-wide strategic and work-planning processes
- Oversees DER’s budget management and fiscal processes, systems, and reporting. Works with the Fiscal Manager to align budget planning and management with Division priorities.
- As DER liaison to DFG’s human resources processes and EEA Deputy Human Resources Director, oversees DER’s role in recruitment, hiring, on-boarding, and professional development.
- Develops internal policies, controls, standard operating procedures, and workflows that improve the efficiency and effectiveness of DER. Ensures that DER’s business practices comply with agency practice, relevant laws, and regulations. Develops or update internal policies and protocols when needed.
- Develops / oversees development of digital solutions for data management, project management, knowledge management, work planning, collaboration, and other needs. Collaborate with DFG’s Information Technology staff on these tasks.
- Manages DER’s Boston and Westfield State offices, tracking and managing technology and facility needs and solutions.
Leads initiatives to improve the efficiency of the Division’s operations, including development of technology tools and the development of standard operating procedures that improve workflow and collaboration. Examples may include but are not limited to
- Develops DER-wide Standard Operating Procedures for use by DER’s project managers and the fiscal team for restoration project-related procurement
- Develops standard procedures and digital solutions for staff to integrate project budgeting, program budgeting, and Division-wide budgeting and forecasting.
- In collaboration with DFG IT staff, develops and supports a cloud-based system for storing and accessing more than 2 terabytes of environmental data for over 150 aquatic habitat restoration projects.
- Tactfully manages change as staff transition to new workflows and new technology systems
Leads and manages an operations team of two direct reports and two indirect reports that designs and delivers high quality operational support across the organization.
- Manages the operations team to excellence by leveraging their individual strengths, collaborating effectively, and actively participating in their professional growth.
- Oversees annual Operations Team, communications, and fiscal team work-planning; track progress towards goals.
- Conducts semi-annual performance reviews for direct reports; oversee staff conducting performance reviews for their direct reports.
- Manages and resolves personnel issues.
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
