The Senior Watershed Planner is responsible for the coordination and implementation of ERCA’s planning advisory services functions, including development of ERCA planning policies and communicating policy application and interpretation to municipal and other stakeholders with the intent to address resource management processes affecting natural hazards and natural heritage.
DUTIES AND RESPONSIBILITIES:

  • Develops Authority planning policies and formulates strategies to address natural resource management in municipal planning initiatives such as Official Plans, Comprehensive Zoning Bylaws, Planning Studies, etc.
  • Formulates and communicates the Authority’s official position regarding planning matters specific to: natural hazards; natural heritage; impacts and acceptability of development proposals; land use planning and other planning issues as they may arise.
  • Coordinates required cross-functional inputs, ensures that planning services are integrated with other Authority programs and makes practical recommendations for information systems, as related to planning function. Upholds the Authority’s records management obligations.
  • Provides expert advice for consideration by planning staff of member municipalities and applicants during pre-consultation committee meetings on planning matters related to ERCA policies, Municipal environmental policies, and Provincial policies regarding natural hazards and natural heritage protection.
  • Appears, as required, before applicable tribunals and appeal boards to provide expert testimony in support of ERCA positions and decisions on planning policy and planning applications.
  • Develops Memorandums of Understandings with municipalities relating to fee-for-service planning activities and responsible for determining and negotiating municipal exemptions of circulation with member municipalities.
  • Participates in regional planning related committees and provides input into 3rd party planning-related studies.
  • Directs and monitors the Watershed Planner, Resource Planner and other Planning positions assigned from time to time, including subcontractors.
  • Performs other related duties and responsibilities consistent with the position as required.

MINIMUM QUALIFICATIONS:

  • Degree in Planning from an accredited University (consideration may be given to a degree in Environmental Science or Geography in conjunction with substantial experience in a Planning role)
  • Five (5) years relevant experience working with legislation and process related to municipal planning, engineering and other related legislative process related experience, including experience in the development of Municipal Planning policies and strategies in relation to Resource Management issues
  • Thorough knowledge of applicable legislation, policies and processes
  • Membership in good standing in the Canadian Institute of Planners, eligible for RPP designation or eligible to be licenced with in 12 months of start date
  • Outstanding communication skills with the demonstrated ability to promote understanding through effective verbal, written and listening skills, facilitate change and build consensus with the community, government, staff, and other stakeholders

WORKING CONDITIONS:

  • Typically M-F 8:30am to 4:00 pm. Evening hours may be required to attend scheduled meetings.
  • Environmental Conditions: Work is primarily performed within a standard office environment, and regularly requires periods of visual and mental concentration of 2 to 4 hours duration, prolonged sitting (and associated physical strain), manual dexterity, accuracy and attention to detail. Occasional site visits requiring prolonged standing/ walking, negotiation of obstacles, and bending or stooping

  • Schedule involves occasional changes and overtime on short notice and occasional travel to meetings
  • Requirement to attend and conduct presentations, public speaking, conflict resolution, independent action and judgment
