The Department of Natural Resources excels at protecting and managing Wisconsin’s natural resources while supporting the economy and the well-being of the citizenry.Within DNR, the Wetland In-Lieu Fee Program works in collaboration with internal and external stakeholders to mitigate unavoidable wetland impacts by offering options to restore, establish, enhance, or preserve wetlands within the same watershed as the impact.
To help achieve our mission, we are seeking motivated and enthusiastic candidates to serve as our new ILF Program Specialist. This position includes a mix of responsibilities to keep it interesting. Training will be provided for most of the financial and administrative duties as long as you have a solid background in wetland restoration.
This position is based in the DNR Central Office in Madison with statewide responsibilities.

The In-Lieu Fee (ILF) Program Specialist is primarily responsible for overseeing real estate, financial and contract aspects for the Wetland Conservation Trust ILF program. This position works in collaboration with the Department’s Real Estate, Finance and Accounting staff to ensure that ILF projects move forward appropriately and within budgetary expectations.
The In-Lieu Fee (ILF) Program Specialist also helps manage ILF mitigation project operations, including site reviews, project approvals, project implementation, and communication with internal and external partners.

The selected candidate must meet the requirements for traveling and operating a State vehicle, including the ability to obtain and maintain a valid Wisconsin driver’s license.

Applicants must possess the following required qualifications to be eligible for this position:
• Experience developing or reviewing wetland restoration site plans
• Project management experience that includes managing timelines, budgets and outcomes
• Work experience tracking, managing and analyzing large datasets
Best-qualified candidates will also possess the following preferred qualifications:
• Experience related to wetland compensatory mitigation
• Experience managing complex projects that include multiple partners and tasks over
• Work experience analyzing financial data, including reviewing and processing invoices
and reconciling budgets
