Background

 

Under the guidance and direct supervision of the Head of Natural Resources Management and Climate Change Unit, the Programme Analyst is responsible for management of UNPD activities within the thematic/sectoral areas assigned. The Programme Analyst analyses political, social and economic trends and leads formulation, management and monitoring of projects within his/her portfolio.

The Programme Analyst works in close collaboration with the other Programme Analyst and other Natural Resources Management and Climate Change Unit staff, operations team, programme staff in other UNDP Units, UN Agencies,  Government officials, technical advisors and experts, and multi-lateral and bi-lateral donors ensuring successful implementation of UNDP activities.

The UNDP Natural Resources Management,Climate Change and Disaster Risk Reduction Unit in the Lao PDR country office works with the Government with the shared vision on 1) supporting national development with focus on innovation in strengthening the response to climate change adaptation and disaster risk reduction; 2) improving biodiversity conservation and promoting community based natural resources management, 3) recognizing the links between environmental degradation economic growth and poverty reduction. In partnership with other organizations UNDP facilitates the governments’ efforts towards sustainable use of natural resources with a special focus on achievement of the goals in the National Socio-Economic Development Plan, moving toward achievement of graduation from the Less Developed Country Status and the Sustainable Development Goals..

In addition to drawing on its own resources, UNDP mobilizes resources from bilateral donors, multilateral entities and vertical funds such as Global Environmental Facility and Green Climate Fund.

 

Duties and Responsibilities

 

Summary of Key Functions:

  • Implementation of programme strategies;
  • Support to the implementation of the CO Disaster Risk Reduction and Climate Change Adaptation portfolio. Strengthening, supporting and monitoring the specific UNDP climate change, disaster risk management, and disaster recovery projects and programmes;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Provision of policy advice services to the Government and facilitation of knowledge building and management.
  1. Ensures implementation of programme strategies focusing on achievement of the following results:
  • Analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to UNDP strategic documents including Common Country Assessment (CCA), UN Programme Framework (UNPF), Country Programme Document (CPD), and other documents;
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned;.
  • Support preparation of CO Cooperate reporting such as Results Oriented Report Assessment report, Quality Assurance Report, Progress of Country Programme Development and Integrate Workplan implementation, update Integrated Results Resources Framework, and other reporting to donors;

 

  1. Contributes to effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programmes and projects;
  • Effective application of results-based management tools and monitoring achievement of results;
  • Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, direct project cost, targets and milestones;
  • Initiation of projects, presentation of the project to LPAC, entering project into Atlas, support in the finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget revision exercises, closure of projects through review, and uploading in the system.
  • Financial and substantive monitoring of the project deliverables, identification of operational and financial challenges, and then development of solutions. Participation in spot check and audit of country programme and NIM projects;
  • Plan, review and monitor all aspects of programme implementation and management with result-orientation. Participate and review workplan and procurement plan development, Review and analyze Quarterly and Annual Project Reports and other reports. initiative project-related recruitment and contracting processes;
  • Support planned programme/project evaluations and NIM audits. Participate in Tripartite Review meetings. Substantively review project results achieved and discuss evaluation/audit reports with Government counterparts in order to agree on corrective measures, policy recommendations(s) and follow-up actions required, and sustainability of project results;
  • Evaluate of the programme impact, monitoring and analysis of the programme and project in climate change, and disaster management for timely readjustments in portfolio;
  • Preparation of progress report to donors, CO-timesheet, etc. as required.
  1. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
  • Development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Assist in ensuring effective and systematic outreach to all government and non-governmental partners to advocate for UNDP’s goals and its thematic focus;
  • Participate in the Sector and Sub-Sector Working Dialogues.
  1. Ensures provision of policy advice services to the Government and facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to DRR and Climate Change Adaptation. Identification and synthesis of good practices and lessons learnt directly linked to programme country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Contributions to trainings for the operations/ projects staff on climate change, and disaster management issues.
  • Facilitate knowledge exchange and south-south cooperation.
  • Advocate and identification of new opportunities for innovation project and programme.

Required Skills and Experience

 

Education:

Master’s Degree in one of the following: Environmental Sciences, Environmental Management, Natural Sciences, climate change, water resources management, Development Studies with disaster specialization or a related field.

In lieu of a Master’s degree, acceptable would be a bachelor’s degree in relevant profession with 4 years of relevant professional experience.

Experience:

•           Minimum 2 years of relevant experience at the national or international level in providing advisory services in the area of climate adaptation or disaster management

•           Knowledge of international disaster risk reduction, climate adaptation and climate change. 

•           Proven communication and coordination skills.

•           Experience in the usage of computers and office software packages ••    Experience in handling of web-based management systems
