DUTIES AND RESPONSIBILITIES
Under the supervision of the Head, Applied Climate Science (ACS) Division and the Director, Climate Services (CS) Branch, the incumbent will perform the following duties related to providing integrated energy services with regards to climate and weather applications to the energy sector:
Plan, coordinate, and implement WMO technical and scientific contributions for projects and initiatives related to integrated services for the energy sector:
(a) Collect, research, analyze, consolidate and present relevant scientific and technical developments and opportunities in integrated services for the energy sector;
(b) Liaise with WMO Member countries and regional centers through the WMO regional offices and divisions, and with the WMO global centers, to identify priorities, needs and opportunities for technical scientific support in the development of integrated services for the energy sector;
(c) Monitor and present best practices, lessons learnt from past experience, and successful models implemented world-wide;
(d) Lead the development of projects on climate and weather services in general and specifically those that are integrated for the energy sector at regional and national levels; coordinate and present technical input on WMO activities in support of the implementation of projects and activities; identify gaps, priorities, problems and propose corrective actions; engage with relevant parties like the National Meteorological and Hydrological Services (NMHSs) and WMO centres to provide support services to beneficiary countries with project funding;
(e) Identify, research, and present policy papers, guidance notes and other knowledge based-tools related to the integrated services for the energy sector.
Collaborate with relevant partners inside and outside WMO and initiate, engage in and coordinate WMO teams and other groups/bodies as well as external partnerships in the development of integrated services for energy:
(a) Participate in and actively contribute to scientific conferences, symposia, and meetings related to integrated services for energy;
(b) Coordinate the activities and processes of the WMO Study Group on Integrated Energy Services which is under the WMO Technical Commission on Services;
(c) Collaborate with climate, weather and energy relevant partners inside and outside WMO;
(d) Initiate and coordinate external partnerships and networks related to integrated services on energy;
(e) Elicit, evaluate and consolidate policy options proposed by partners, ensuring an integrated approach to WMO's advice and support to WMO Members and external partners;
(f) Represent WMO in relevant fora to help influence and advance policy on achieving the agreed goals and targets.
Provide substantive advice and propose interventions on innovative approaches based on recent research related to integrated services for energy:
(a) Guide substantive support to relevant colleagues in WMO on integrated services for the energy sector, particularly on approaches to accelerate the achievement of agreed goals;
(b) Identify, evaluate and present issues and propose recommendations to WMO Management and external partners on how work can be optimized to adapt to emerging trends;
(c) Identify, assess and highlight trade-offs and risk factors, as well as early-warning indicators that may undermine the achievement of agreed goals and targets and suggest appropriate measures to address them;
(d) Provide advice on global/corporate guidelines, tools and other materials related to weather and climate services for energy.
Plan and manage knowledge generation, knowledge management and capacity development activities for integrated services for energy:
(a) Contribute to local, national, regional and global communities of practice and knowledge networks and promote collaboration, peer support, innovation, and good practices, lessons learned, needs, and opportunities for integrated services for energy;
(b) Coordinate the preparation of scientific and WMO constituent body input documents and reports, including the analysis of data and ensure the provision of evidence to build the case for policies and interventions on integrated services for the energy sector;
(c) Develop and contribute to scientific articles, policy papers, global/corporate guidelines, and other knowledge-based tools and materials related to sustainable development policy;
(d) Develop proposals for capacity development projects and resource mobilization, oversee project implementation (especially the Adaptation Fund ENANDES and the EU H2020 FOCUS-Africa) and provide other cross-cutting project/programme management services and advice;
(e) Prepare training materials and support training activities related to integrated services for the energy sector;
(f) Supervise, manage, guide and support staff, consultants and interns as necessary to achieve the above.
Carry out other relevant duties as required.
Master's degree or equivalent degree in environmental management, meteorology, climatology, international development or closely related field.
At least eight years of national and international progressively responsible experience in the design and management of projects and programmes relevant to the provision of climate services with a focus on the energy sector in developing countries. Demonstrated experience in project design, development, implementation and monitoring for the achievement of results. Proven experience in coordinating
multiple-stakeholders and cross-sector partnerships for service delivery and capacity development activities, particularly in developing countries. Technical experience in an operational environment with meteorological, hydrological or environmental entities. Knowledge of WMO activities or the United Nations system would be an advantage.
Good understanding of WMO programmes and activities, including those of international organizations partners with WMO. Experience with other United Nations organizations and International Finance Institutions. Excellent planning and managerial skills. Demonstrated team leadership, responsibility, maturity of judgement and own initiative. Excellent qualitative and quantitative skills in communication, analysis, synthesis and computing. Proven interpersonal and communication skills. Proven ability to draft and review documentation. Ability to work in a multicultural environment and to foster diversity and team spirit.
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.
