Sri Lanka nationals: Water Supply Expert
Objective and Purpose of the Assignment
Since 2018, the government of Sri Lanka (the government) and ADB have been requesting ADB to provide an
investment loan to support a new project named Integrated Water Supply Investment Project (IWSIP) with
National Water Supply and Drainage Board (NWSDB) as an implementing agency. IWSIP is a combination of
eight subprojects that were prioritized by the government to urgently develop water supply systems.
The aim of IWSIP includes (i) upgrading water supply systems to meet the increasing demand in rapidly
urbanizing areas, and by non-revenue water (NRW) reduction, (ii) climate change adaptation by promoting
switching from ground water to surface water to address saline intrusion, (iii) minimizing inequalities
in rural and urban service level and addressing water quality issues by strengthening water supply in
lag-behind areas. Subprojects have been under preparation using the $3 million ADB assisted project
design facility (PDF) under Greater Colombo Water and Wastewater Management Improvement Investment
Program Tranche 3. With the PDF, draft detailed design and safeguard documents of IWSIP have been under
preparation. ADB fielded two consultation missions.
Due to delay in other ADB funded project with NWSDB and the prolonged procurement reform in NWSDB, as
well as political and economic instability in the country, the discussion between the government and ADB
was suspended until later 2020. After the new government was established in Q3 2020, the government and
NWSDB are proposing a new project, Water Supply Improvement Project, (the project) for ADB loan which
succeeds IWSIP with some modification in its project scope.
Scope of Work
The consultant is to provide technical support to ADB project team for preparation of the proposed new
project as per ADB’s requirements.
Detailed Tasks and/or Expected Output
The consultant will undertake the following tasks in Sri Lanka:
(i) Support ADB project team in its technical due diligence of the components and packages of the
project (including review of design documents, preparation various technical and non-technical aspects
of the projects) in accordance with the government's and ADB's relevant policies and procedures. This
includes technical viability, for example equipment, facility, technology to be selected, and their
compatibility with local conditions.
(ii) Propose capacity building programs of NWSDB including Regional Support Center for smooth project
implementation, and operation and maintenance, and prepare a draft training plan.
(iii) Prepare draft operation and maintenance plan after completion of the project including necessary
annual budget, staffing, and training plan.
(iv) Coordinate with NWSDB and other processing consultants for smooth processing of the proposed
(v) Support ADB team in resolving (as required) technical challenges of the project.
(vi) Support ADB team on sector assessments
Minimum Qualification Requirements
Master’s degree in a relevant discipline such as civil engineering; and at least 15 years of experience
in processing and / or implementation of projects in water supply sector, and a post-graduate degree in
civil works field. The expert should, in particular,have excellent understanding of and expertise in
water projects financed by multilateral development banks.
