Tetra Tech, headquartered in the United States (www.tetratechintdev.com) is currently seeking qualified technical specialists for the anticipated USAID-funded Resilient Cities Asia project. The objective of this five-year project, expected to begin in late 2017, is to strengthen the capacity of secondary cities across Asia to become more climate-resilient by increasing their access to diverse and sustainable flows of adaptation funding and financing. The project will support secondary cities to design, prioritize, finance, and implement climate adaptation actions in line with regional resilience and development targets as well as to help selected cities develop and implement policies, strategies, and related plans for climate resilience, based upon urban climate resilience principles. The position is likely to be based in Manila with frequent regional travel to Indonesia, Vietnam, India, Bangladesh and other South/Southeast Asia locations.
Climate Resilient Finance Team Leader:
*At least 6+ years’ experience helping governments and/or organizations to evaluate, select, develop, finance, and implement climate resilience initiatives that can be funded and/or financed by public and private, domestic and international funds;
*Familiarity with urban planning and/or infrastructure development in Asia preferred;
*Relevant experience working in at least one or more of the priority countries;
*Skills in professional training and facilitation preferred,
*Master’s degree in relevant field required.
Climate Resilient Infrastructure/Urban Planning Specialist:
*At least 8+ years of experience in assisting city governments to plan, budget and permit infrastructure projects; proven experience working with government officials on local planning and management processes;
*Relevant experience working on climate change adaptation in at least one or more of the priority countries;
*Minimum of a Masters degree required.
Knowledge Management and Learning Specialist:
*At least 6+ years of experience supporting knowledge transfer in the fields of climate change and/or urban planning; experience implementing systems and processes for monitoring, evaluating and documenting learning and innovations;
*Experience promoting learning through the use of knowledge management tools such as online platforms;
*Some experience in national, sub-national and sectoral policies, regulations and legal frameworks, and institutional arrangements for urban planning and/or climate change preferred; *Experience designing and implementing participatory performance-based capacity building processes with ministries and agencies preferred;
*Professional training and facilitation experience preferred.
*Minimum of a Master’s degree.
