SCOPE OF WORK

Position Title:                    Consultants with Water Management Specialist skills

Department:                       Clean Energy and Water (CEW)

Reports to:                          Program Director, SWP

Project Background:

The Sustainable Water Partnership (SWP) is a five-year, Leader with Associates cooperative agreement that supports U.S. Agency for International Development’s (USAID) thought leadership, innovation and action in global water security by integrating water security issues into Mission programming through relevant, Mission-specific initiatives. Together with its partners Tetra Tech, the International Union for Conservation of Nature (IUCN), World Resources Institute (WRI), Stockholm Environment Institute (SEI) and its resource partners’ CEO Water Mandate and mWater, Winrock International will develop comprehensive water security intervention strategies using locally owned solutions at the water basin, sub-basin and local catchment scales.

The Sustainable Water Partnership will:

•             Improve stakeholder awareness and participation in water security.

•             Improve stakeholder capacity and tools to assess water security risks.

•             Improve planning and water governance capacity.

•             Improve capacity and behaviors to implement water resource management measures.

•             Ensure increased collaboration, learning and adaptive response to water risks

General Summary of the Consultants: The Sustainable Water Partnership program is looking for seasoned water management experts for anticipated long- and short-term assignments to improve water sector management and build technical capacity in developing countries. Water management experts interested in applying should be able to demonstrate substantial experience in some of the following technical areas:

  • Water resource engineering & management

  • Hydrology, hydrogeology, and water database management

  • Water modeling and river basin planning

  • Water Supply Sanitation and Hygiene (WASH)

  • Water utility performance monitoring, benchmarking, and regulation

  • Water and wastewater system operation and maintenance

  • Water infrastructure operation and maintenance

  • Water capacity building and certification

  • River and flood management

  • Irrigation and drainage operation and maintenance

  • Coastal and watershed management

  • Water financial/asset management

  • Hydropower and water economics

  • Strategic water and business planning

  • Water governance assessment (legal, policy, institutional)

Location of Assignment: The assignments needed are global, and to be determined, but most likely to be set in Africa and Asia, and are to be based upon the specific to-be-determined needs of the program.

Reporting Requirements: The Consultant will report to the Program Director (PD).

Experience/Qualifications:

  • Master’s degree from a reputable university in a relevant field such as water management, water engineering, environmental management, financial/business management, social sciences or related

  • A minimum of 10 years’ experience working on water projects funded by donors (some USAID experience is a plus)

  • Experience working in Africa, Central and Southeast Asia, Latin America, and/or the Middle East

  • Excellent written and verbal communication skills

  • Fluent English required

Remuneration: TBD, based upon the specific assignment.
