Serves as a Hydrologist/Water Resources Coordinator with project oversight responsibilities of
Ecosystem Recovery Program staff as directed by the Ecosystem Recovery Manager. Position provides expert advice to the Ecosystem Recovery Manager and executive management, and serves as program technical expert on measures required to protect ground and surface water resources and aquatic habitat. Incumbent will be the staff lead on planning and implementing water resources management activities for the Suquamish Tribe.
MAJOR RESPONSIBILITIES & DUTIES
Develops and leads implementation of a comprehensive water resources management plan for the Port Madison Indian Reservation;
Plans, develops, conducts and/or oversees geologic and hydrogeologic investigations, research, and mapping of geologic formations, watersheds, basins, and aquifers to determine hydrogeologic and hydraulic characteristics and water resource availability on the Port Madison
Leads development, coordination, and implementation of ground and surface water monitoring program on the Port Madison Indian Reservation, including developing and implementing
Quality Assurance Project Plans as needed or required;
Leads Tribe’s implementation of Clean Water Act Sections 106 and 319 programs;
Coordinates and provides guidance to field staff in carrying out monitoring activities;
Manages all water resources data of the Suquamish Tribe and maintains necessary databases and data archives;
Prepares reports, technical memoranda, and other documents that communicate the status of the water resources of the Suquamish Tribe;
Participates in multi-agency and multi-stakeholder processes such as the WRIA 15 Water
Resources Enhancement Committee;
Coordinates water resources activities with other tribal programs and departments;
Provides technical support to staff within the Ecosystem Recovery Program regarding surface and groundwater contaminant fate and transport;
Reviews, analyzes, and provides written comment and/or recommendations to tribal management and policy regarding tribal or non-tribal land use development proposals that could affect water resources of the Suquamish Tribe;
Supports legal staff in state and federal environmental, water resources, and/or treaty rights litigation;
Assists and participates in the development of policy proposals, alternatives, and recommendations to management and Tribal Council to meet identified water resources related goals or objectives;
Coordinates with local jurisdictions, public and private water purveyors, and others regarding the management and protection of water resources of the Port Madison Indian Reservation;
Supports program management in developing strategies for the use of available resources, defining program needs and priorities, long-range planning, and setting goals and objectives;
Presents technical findings and recommendations to management and Tribal Council, and may testify at public hearings;
Coordinates with the Tribal Historic Preservation Officer, archaeologist, and management on cultural resources issues;
Performs other work as required.
Minimum: A Bachelor's degree involving a major study in hydrogeology, hydrology, geology, or closely allied field and two years of professional experience as a water resources manager, hydrogeologist, hydrologist, geologist or closely allied profession. A Master's degree with a major study in hydrogeology, hydrology, geology or closely allied field will substitute for the two years of experience.
Desired: A Bachelor's degree involving a major study in hydrogeology, hydrology, geology, or closely allied field and six years of professional level experience as a water resources manager,
hydrogeologist, hydrologist, geologist, or closely allied profession. Three of the six years of professional level experience must be directly related to water rights administration, water resource policy development, or water resource planning. A Master's degree with a major study in hydrogeology, hydrology, geology, or closely allied field will substitute for two years of experience. A Ph.D. degree will substitute for three years of experience if the major research was in hydrogeology, hydrology, geology, or closely allied field. Licensed to practice hydrogeology in Washington State.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: Washington State Water Law as implemented through statues, regulations, and court decisions; aquatic ecosystem functions and structures; applicable state, federal, and local environmental regulations and policies; land use and natural resource planning principals, techniques, and current trends; methods for the development of studies and investigations; interpretation of chemical, biological, and physical data.
Ability to: Effectively communicate technical information, both orally and in writing; demonstrate a high degree of technical expertise; define water resource problems and determine extent and types of information required; analyze water resource and aquatic information to recommend solutions and corrective actions; develop or review study designs and data collection methods, and interpret data; identify key relationships, draw logical conclusions, and maintain effective working relationships with governmental officials, agency representatives, and stakeholders; effectively work independently or with a team as the project manager or lead Tribal representative.
Has regular contact with other staff and management within the organization. The most common internal contacts are with Fisheries Department staff and Executive Management. The most common external contacts are with Federal and State agencies, local governments, and private organizations and individuals.
The principal job site shall be in the Administrative office at the Suquamish Tribal Center,
Suquamish Village Square. The work environment is located in a general office setting, which would have appropriate lighting and heat, adequate ventilation and equipment necessary to the position. The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive motions. There may be prolonged periods of sitting, keyboarding, and reading. The employee must occasionally lift and/or move up to 50 pounds. Talking and hearing
are essential to communicate. There are a number of deadlines associated with this position, and employee must be able to handle frequent interruptions.
