SOLIDARITES INTERNATIONAL (SI) est une association d’aide humanitaire internationale qui, depuis près de 40 ans, porte secours aux populations victimes de conflits armés et de catastrophes naturelles en répondant aux besoins vitaux, boire, manger, s’abriter. Particulièrement engagée dans le combat contre les maladies liées à l’eau insalubre, première cause de mortalité au monde, SI met en œuvre par ses interventions une expertise dans le domaine de l’accès à l’eau potable, l’assainissement et la promotion de l’hygiène mais également dans celui, essentiel, de la sécurité alimentaire et moyen d’existence. Présentes dans une vingtaine de pays environ, les équipes de SI – 2000 personnes au total composées d’expatriés, de staffs nationaux, de permanents au siège, de quelques bénévoles…- interviennent avec professionnalisme et engagement dans le respect des cultures.

Descriptif du poste : During emergency field deployments (60% of the time)

Emergency Assessments

  • Conduct initial rapid WASH assessments in collaboration with SI Emergency Response Team members, relevant stakeholders and affected populations; determine priorities and resources needed and propose immediate activities. Analyze data and write assessment reports. 
  • Assess in-country resources and capacities for response with relevant staff and agencies.

Programme Design and Strategic Orientations

  • Together with the ERT members, define the workplan, aims and objectives of the overall WASH response program for SI in the country.
  • Design an appropriate response to the current emergency, taking into account the needs and the capacities of the affected communities; and the capacity and cooperation with local stakeholders.
  • Select and design water systems including source selection (ground water, surface water), abstraction, storage, treatment and distribution for new systems and/or the rehabilitation of old systems.
  • Select and design the most appropriate form of sanitation system (to include excreta disposal, vector control, solid waste disposal, drainage) taking full account of local conditions, resources, customs and cultural norms.
  • Select and design a suitable hygiene promotion strategy
  • Ensure that protection and cross-cutting issues (gender, DRR, age, HIV/AIDS, environment, and sustainability) are integrated into the program design.
  • In collaboration with the ERT HoM, develop letters of intent, concept papers, budgets and proposals in respect of the above. Take part in the negotiation with donors.

Management/Implementation of the Emergency Response

  • Plan and manage WASH programs in collaboration with the rest of SI’s team in the field and at HQ level, and in coordination with other NGOs, UN agencies, affected populations and government bodies.
  • Identify project supply needs and coordinate with the logistics team to ensure materials arrive in good time.
  • Hire and train a WASH team that has the capacity to respond to the emergency. Build the capacity of the WASH team.
  • Manage all aspects of emergency WASH interventions and ensure that the activities implemented meet SI’s technical/quality standards as well as donors’ requirements.
  • Design and develop appropriate monitoring and evaluation systems for WASH interventions.

Reporting and Ext Coordination

  • Provide regular updates/reports about project progress, major change in context/activities and constraints met, particularly security incidents.
  • Ensure the timely writing of emergency WASH project reports according to donors’ requirements.
  • Represent SI in relevant WASH meetings and forums, especially WASH Cluster meetings. More generally, represent SI to NGO/UN/governmental bodies.
  • Respond to SI headquarters’ queries related to emergency WASH activities.
  • Prepare handover reports/mission reports following each field deployment

Training and Technical support

  • Upon request, take part in training and workshops related to Emergency WASH, such as SI’s Regional Technical Weeks.
  • Upon request, conduct technical support missions to provide technical and methodological support to SI’s WASH program managers in the field. Technical support visits might consist in providing methodological support for rapid assessments, WASH activities implementation, providing advice for the identification of relevant monitoring and evaluation tools, etc. Tech Support visits will be limited to emergency contexts, and will be planned and conducted in close coordination with SI’s Tech Department.

Strategy & Preparedness

  • In collaboration with the Emergency Desk and with other ERT members, take part in the development of the teams’ annual strategy.
  • Provide inputs and take part in debates/workshops related to the development of SI’s global Emergency Preparedness and Response strategy.
  • In collaboration with the Emergency Desk team and the technical department, develop an action plan for the improvement of SI’s Emergency Preparedness and Response capacity, in particular for the development of contingency plans; WASH contingency stockpiles, Emergency Rosters.
  • In collaboration with the Emergency Desk team and the technical department, develop training modules related to emergency WASH.
  • Upon request, conduct training sessions related to Emergency WASH at HQ level and take part in the annual technical coordinators’ week in Paris.
  • Take part in the organization of SI’s regional technical weeks and technical coordinators’ weeks.
  • Take part in the preparation of the Emergency Response Team’s field deployment.

Internal Knowledge Building

  • In close collaboration with SI’s technical department and with the Emergency Desk team, take part in the improvement of SI’s tools and methodologies related to emergency WASH, in particular WASH assessment tools and methodologies.
  • In close collaboration with SI’s technical department and with the ERT Emergency Desk team r, ensure proper internal knowledge building on methodologies, tools and technical approaches related to emergency WASH.
  • Participate in the centralization and dissemination of procedures, guides and tools linked to WASH activities
  • Propose improvements to existing WASH tools.

Technical Support to SI missions

  • Responding to requests, of a technical and/or methodological nature, from WASH Coordinators or WASH Field Programme Managers or Desk Programme Managers, while facilitating the acquisition of knowledge and the provision of appropriate documentation and operational tools.;
  • Also by carrying out field missions (up to 25% of the time spent in the field) according to precise Terms of Reference, during which the skills of the expatriate / local EHA teams are reinforced, in agreement with the Desks and the mission. The type of missions included (without being limited):
    • Diagnosis and development of new EHA programs;
    • Workshops for strategic reflection / capacity building / launching of new activities; o Strategic reflection workshops / capacity building / launching of new activities.
    • Project, impact, mid-term and final evaluations; and follow-up on recommendations ;
    • Ad hoc expert missions (depending on the RT's expertise);

ORGANISATIONAL CHART POSITION

Line Manager: Emergency Desk manager, and during field deployments, under the responsibility of the Emergency or other relevant Country Directors.

Functional Manager : WASH pole manager

Manages : WASH teams during field deployments

Votre profil

  • Formation technique initiale dans les domaines de l’Eau et de l’Assainissement avec une expérience significative dans ces domaines.
  • Au moins 5 ans d’expérience terrain en ONG, notamment sur des réponses humanitaires d’urgence et en WASH sur des postes de responsables de projet ou de coordinateur.
  • Capacité d’analyse et d’organisation, de gestion des priorités
  • Capacité de travail en conditions de stress, et dans des contextes sécuritaires tendus
  • Maîtrise indispensable des outils de base en informatique (Excel, Word, Outlook) et la maitrise de quelques logiciels spécialisés comme Autocad ou Epanet est un atout.
  • Maitrise courante du français et de l’anglais (très bon niveau lu, écrit et parlé)
  • Maitrise courante de l’espagnol serait un plus

SI vous offrira les conditions suivantes

  • 50% du temps : Poste basé à domicile en télétravail avec des passages fréquents au siège de Solidarités International, à Clichy la Garenne (Métro Mairie de Clichy)
  • 50% du temps : Déplacements terrain variant entre 1 et 3 mois pour la grande majorité.
  • Contrat CDD de 8 mois
  • Rémunération brute mensuelle de : $$$$ € ou $$$$ € (2 échelons) en fonction de la grille en vigueur au siège
  • 12 jours de RTT/an
  • Mutuelle (80 %), tickets restaurant (60%), titres de transport (50%) pris en charge par l’association
