Objectives/Purpose of the Assignment

As part of the Readiness and Preparatory Support Program (“Readiness Project”), the GCF provides support to enhance GCF funding for climate change projects in Indonesia, which align with the national priorities. This support is available to ensure the successful implementation of a country-driven approach as a core principle of the GCF.

In response to the 2019 NDA’s Call for Project Concept notes, several concept notes for mangrove management projects in coastal areas were submitted to the NDA. A GCF Accredited Entity (AE), has expressed interest in collaborating with project proponents to combine three concept notes within one project. A new coastal resilience concept note emphasizing a programmatic approach for these three project concept notes needs to be developed. The new concept note requires to interlink the three underlying project ideas to achieve large-scale impact and address existing barriers in coastal mangrove management with the ultimate goal to meet GCF funding criteria

 

 

Scope of Work

The Global Green Growth Institute (GGGI) requires the services of a qualified expert to be the Coastal Resilience GCF Concept Note Writer (hereafter referred to as “the Consultant”).  The assignment for the Consultant is covering three phases:

  1. Analysis of the existing three concept notes to develop a coastal resilience project with a programmatic approach, merging the proposed activities and expected outcomes of the three concept notes to achieve large-scale impacts as well as addressing the barriers in coastal mangrove management;
  2. Develop a new Project Concept Note in accordance with the GCF latest concept note form and funding requirements.
  3. Gap analysis of additional assessments or studies needed to develop the GCF funding proposal. For example, baseline assessments, safeguard assessment and mitigation plans and/or market analysis.

The new concept note will require fine-tuning of climate rationale and context, refining program outcomes and activities as well as finalizing the Theory of Change and log frame that addresses six GCF investment criteria, which are expected to be improved by the Consultant with desk research and consultation.

In performing his/her tasks, the Consultant will work closely with the NDA, the readiness project team, project proponent, and the accredited entity.  We foresee the Consultant to perform the work virtually due to travel restrictions related to the COVID-19 pandemic.

Roles and Responsibilities

The Consultant will be responsible for the following tasks and duties:

1. Conduct review of the existing three coastal resilience concept notes (CNs) to align them into one integrated program.

2. Facilitate discussions and provide recommendations on:

    • Theory of Change to be used in the project;
    • Outcomes, outputs, activities, and indicators for the  integrated framework for the coastal resilience project;
    • Project structure, including coordination mechanism between the relevant ministries, the three project proponents, and the AE;

3. Develop a high-quality concept note for the Coastal Resilience project. The CN should, at minimum, have the following qualities:

    • Sound climate rationale;
    • Sound arguments and rationale that demonstrate project alignment with the six GCF Investment Criteria;
    • High quality of project logframe, with well-defined indicators, targets, inputs, and outputs;
    • Appropriate implementation arrangement;
    • Initial risks analysis and risk mitigation measures for the project concept note.

4. Conduct a gap analysis to identify the need for further studies and work activities to develop a full project funding proposal for the GCF;

5. Support in completing the Project Preparation Facility (PPF) application form based on the gap analysis conducted;

6. Prepare high-quality presentations about the project concept note

7. Develop and maintain active coordination on daily basis with GGGI, the AE, project owners, and the NDA.

Note: The consultant is to provide his/her own equipment to produce all deliverables.

Applicable Tax

Value Added Tax clarification

Individual consultant without Indonesian tax ID: In accordance to Directorate General Taxation number SE-145/PJ/2010 VAT is applicable on foreign services rendered by international entities not registered in Indonesia are subject to 10% VAT.

Withholding tax on foreign services rendered/withholding tax Art 26

Payments of royalties, interest and service fees by resident taxpayer to a non-resident taxpayer are subject to 20% withholding tax Art 26. However, if the payment is made to a resident of a country with which Indonesia has signed a tax treaty, the withholding (WHT) may be reduced or exempted. Withholding tax on local purchase of goods and services

Payments of certain types of income paid to resident taxpayers are subject to withholding Art 23 at a rate of 15% (for dividend, interest, royalties) and 2% (rental of asset, other than land and building [which is subject to final tax Art 4(2)] and services such as technical, management, consulting services, etc).

Qualifications/Experience/Expertise

He or she should have the following qualifications:

    • Masters degree or higher, in forestry, environmental studies, natural resources management, coastal studies, development studies, or relevant fields;
    • At least 10 years of experience working and/or doing research in topics such as climate change projects financing, mangrove management, coastal resilience, and climate change financing and project designing in developing countries
    • Extensive knowledge of the implementation of coastal resilience projects in Indonesia or other relevant countries;
    • Solid understanding of the Green Climate Fund (GCF) and GCF investment criteria;
    • Proven experience in developing concept notes/proposals for climate projects financing to donors, preferably to GCF (please include the list of concept notes/proposals in your CV);
    • Demonstrated experience in the design and development of climate change mitigation and adaptation projects, specifically oriented towards obtaining (international) donor funding, preferably in coastal related projects;
    • An excellent track record in analyzing projects/programs within national and international contexts;
    • Solid English reporting and writing abilities;
    • Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision;

  • Contract duration: October 2020 - December 2020
  • Contract value: Up to USD 15,000 (dependent on credentials)
