The Government of Nepal (GoN) has received contribution from Adaptation Fund (AF) to execute a project entitled “Adapting to Climate-Induced Threats to Food Production and Food Security in the Karnali region of Nepal”. Following the recommendations from the GoN, the World Food Programme (WFP) of the United Nations has been selected by the Adaptation Fund to implement the project activities in the capacity of a Multilateral Implementing Entity (MIE). The project will be executed in line with the Government’s National Adaptation Programme of Action (NAPA) and Local Adaptation Plans of Action (LAPA) in Kalikot, Jumla and Mugu districts. The project period is four years.
The project’s goal is to increase the adaptive capacity of climate vulnerable and food insecure poor households by improved management of livelihood assets and natural resources in the above districts of Karnali region. Its objectives are the following:
- Strengthened local capacity to identify climate risks and design adaptive strategies
- Diversified livelihood and strengthened food security for climate vulnerable poor households in target areas
- Increased resilience of natural systems that support livelihoods to climate change induced stresses
TERMS AND CONDITIONS
The interested and qualified Nepalese nationals are requested to submit their applications with an updated UN Personal History Form (P11) and CVs (optional) to the position announced.
The duration of contract: 12 months (renewable subject to the availability of resources).
The position is based in Mugu District at the government office with extensive travel to project areas
Under the direct supervision of the Programme Policy Officer (Adaptation-Coordinator), the Programme Policy Officer (Adaptation/District) will have the overall responsibility of implementation of the programme activities in coordination with DDC and relevant line agencies in the district.
To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
- Contribute to the mainstreaming of climate change and adaptation into the district planning and implementation processes.
- Design and develop criteria for the selection of cooperating partners including NGO and contracting firms to implement adaptation activities.
- Coordinate with the cooperating partners to carry out LAPA and CAPA at the VDC/ community level.
- Coordinate with district line agencies including DHM for setting up the weather information management system.
- Ensure project visibility and strong advocacy through effective communication with partners, and communities using existing networks and communication means (FM radio, media, mother groups etc)
- Facilitate all legal process required for the implementation of community assets including Adaptation Resource Centers (ARC), where necessary.
- Review designs and carry out pre-feasibility and feasibility studies to ensure that the proposed assets meet all the set criteria and standards.
- Facilitate formation of the user committees (UC) and carry out capacity enhancement activities of the members of the UC and local resource persons.
- Coordinate with the District Agriculture Office in the district and NARC in Jumla and ensure that the best agricutltural practices on adaptation are replicated.
- Participate in the DEECCCC meeting, update progress, and provide inputs for addressing issues.
- Develop and co-ordinate data gathering and monitoring/assessment systems ensuring that quality standards are maintained.
- Prepare work plans and monitoring plans, conduct site visits, prepare and submit reports.
- Support the capacity building of Government, Cooperating Partners and communities to prepare for and respond to climatic stress and natural hazards.
- Guide junior staff, acting as a point of referral and supporting them with more complex analysis and queries.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Environmental Science, Natural Resource Management, Food Security, Sustainable Development, Climate Change, Agriculture, Hydrology and Meterology, Civil Engineering or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: Fluency in both oral and written communications in English and Nepali.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Minimum three or additional years of work experience with broad understanding of the various aspects of climate change adaptation methods, tools and frameworks.
- Experience working with government and international agencies.
- Experience in providing technical assistance to programme implementation.
- Experience in designing and implementing food security and climate change related programmes.
- Has provided input into policy discussions and decisions.
- Competency in communication, planning and reporting in English language.
- Knowledge of basic computer skills on MS Office (word, excel and power point).
- Willingness to take up extensive travel to projects areas.
