INTRODUCTION

The Global Green Growth Institute (GGGI) is a new international organization committed to strong, inclusive green growth. We assist developing and emerging countries with integrating their ambitions for strong economic performance and environmental sustainability with the goal of bringing about poverty reduction, job creation, social inclusion, and climate change mitigation and adaptation.

Headquartered in Seoul, GGGI was established by treaty in June 2012 at the United Nations Rio+20 Conference by an initial group of eighteen nations who share the organization’s vision. To date, there are total of 26 Member Countries who joined the organization.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

The Investment and Policy Solutions Division (IPSD), based at GGGI’s Seoul headquarters works with programs in countries and on (global) projects, by:

  • providing technical and financial know-how through advice to country programs in the areas of energy, green cities, land use, and water;
  • working with the Green Growth Planning and Implementation Division (GGP&I) on the development of service offerings (in GGGI’s four main focus areas) and related methodologies (delivery approaches);
  • Converting experience gained through country activities and engagement in international networks into elements of South-South cooperation programs, sub-regional knowledge sharing programs and national level capacity building activities;
  • Developing global level tools such as the Green Growth Readiness Potential Assessment methodology and flagship products (such as the planned Green Growth Index);
  • Contributing to the preparation of corporate communication material;
  • Managing GGGI’s involvement in knowledge management networks such as the Green Growth Knowledge Platform or other international platforms as appropriate.

The Division expects to expand capacity and an intellectual base by hiring a point person for Green Cities to lead and advise the development of its work in the urban development space.

The Secotor Lead (Green Cities) shall oversee the development and execution of all cities engagements at the country, regional, and global levels. The individual is responsible for, among others, (a) strategic management of GGGI’s portfolio of cities projects, (b) directing the development and dissemination of flagship/core knowledge products, (c) directing the development and content of knowledge sharing and capacity development engagements, and (d) expanding and strengthening the institute’s knowledge network and international presence. 

 

 

Purpose

The Sector Lead is responsible for overseeing the development and execution of all cities engagements at the country, regional, and global levels. Specific responsibilities include:

  • Strategic management of GGGI’s engagements in the green cities theme by leading their effective integration with country programs at the divisional level, leading the delivery of policy advice to GGGI client countries, ensuring the relevance and continuity of the thematic portfolio, and establishing a process for the systematic uptake and sharing of salient knowledge.
  • Directing the development and dissemination of flagship/core knowledge products that significantly enhance the quality and relevance of country delivery and build GGGI’s thought leadership in the cities theme.
  • Directing the development and content of knowledge sharing and capacity development engagements in line with country needs and corporate goals, and through effectively utilizing forums of GGGI membership such as the Green Growth Knowledge Platform and the Inclusive Green Growth Partnership.

Expanding and strengthening the institute’s international relevance through strategic engagement of external stakeholders/partners, with the aim of (among others) securing GGGI’s active participation in major inter-organizational and regional forums and promoting the organization’s work.

Engagement

Strategic Management of Thematic Programs

  • Lead Effective Integration with Country Programs
    • Oversee the planning and delivery of thematic interventions in countries through close coordination with GGPI’s Head of Programs.
    • Identify opportunities for initiating, expanding, and/or scaling thematic interventions along the value chain.
    • Direct the constructive utilization and development of special initiatives (such as the Green Growth Index).
  • Ensure the Relevance and Continuity of Thematic Portfolio
    • Guide and refine the formulation and/or revision GGGI’s thematic strategies.
    • Provide policy support and subject matter expertise to GGGI client countries via country programs
    • Align the thematic portfolio periodically and through consultation to reflect corporate objectives, country demands, and major international trends
    • Manage the various sub-thematic activities in his/her portfolio, such as the addition of novel initiatives and phasing out of outdated ones.
  • Establish a Process for the Systematic Utilization and Sharing of Thematic Knowledge
    • Strengthen the division’s role as a solutions provider by developing and operationalizing a systematic process for thematic knowledge uptake.

Directing the Development of Strategic Initiatives

  • Demonstrate GGGI’s thought leadership through overall management of flagship/core knowledge product(s) development.
  • Supervise the development, utilization, and promotion of flagship initiatives by working closely with KSD and GGPI, Management, and other relevant teams.
  • Assess the efficacy of flagship/core and other knowledge products, following up with a revised strategy, action plan, or proposal (as needed).

Expanding and Strengthening GGGI’s International Presence

  • Solidify GGGI’s thematic niche and identify GGGI comparative advantage by building a collaborative network with external partners, actively participating in joint thematic initiatives, and/or preparing a long-term engagement strategy.

Delivery

Thematic Portfolio Management

  • Identifying and refining a niche for GGGI value-add in the urbanization arena.
  • Providing technical know-how through advice to country programs in the areas of energy, water and land use to the extent they relate to urban infrastructure.
  • Providing policy advice to GGGI client countries and/or relevant counterparts on urban development matters.
  • Developing standardized approaches and methods to urban development work in an effort to find a niche for GGGI.
  • Keeping Management updated of developments in the urban space, and defining GGGI role and involvement.
  • Advising and guiding the development of knowledge briefs/working papers, case studies/best practices and other relevant material as appropriate
  • Conducting expert review on projects, reviewing long-term urban planning frameworks with focus on green cities;
    • Providing ideas and guidance to country programs, help build tools and products with a view to replicability, policy/investment analysis, financing advisory and capacity development;
    • Applying appropriate analytical tools including, but not limited to, green cities planning and green urbanization related policy development, municipal infrastructure; urban renewal, urban place-making and design; and national and international financing scheme on urban development (sustainable urban development grant and loan program), etc.
    • Working with the Green Growth Planning and Implementation Division (GGP&I) and the Green Investment Services department on the development of service offerings in the Cities area, and associated “delivery” methods (i.e. “how” GGGI will engage/what GGGI will do)
    • Converting experience gained through country activities and engagement in international networks into elements of South-South cooperation programs, sub-regional knowledge sharing programs and national level capacity building activities;
    • Managing GGGI’s involvement at international forums, knowledge networks and other forums.
    • Understand GGGI project cycles and oversee all projects in the thematic portfolio with respect to their design, execution, and closure.
    • Ensure the application of results-based management and quality assurance frameworks and procedures for all projects in the thematic portfolio.
    • Monitor the performance of projects both programmatically and financially to ensure efficient and timely delivery of results.
    • Identify actions to be implemented to address non-performance, together with thematic experts under supervision.
    • Establish effective means of communication and cooperation across thematic areas and with country teams to enhance GGGI’s delivery.

* This person is expected to be the go-to person for all issues related to urban policy.

Financial and Human Resources Management

  • Manage financial and human resources under the thematic portfolio.
  • Provide results based planning and performance tracking.
  • Provide clear direction and monitor the performance of all thematic experts based on WPB and logical frameworks.
  • Ensure integrity and accountability of human resources, financial resources, administration, finance, IT, procurement, and security.
  • Provide leadership and mentoring to staff within his/her area of responsibility.
  • Develop short term as well as long term perspectives on staffing issues, including succession planning (where relevant), career development, and overall staff capacity development.

Communication

  • Contributing to the preparation of corporate communication material
  • Engaging in interviews with journalists and media persons as needed.

Qualifications

  • An advanced degree (Masters) in urban development;
  • At least 15 years of relevant professional experience that combines intellectual, strategic and managerial leadership in project management, in an international setting with a public or private sector organization.
  • Must have designed and implemented cities based projects;
  • Proven managerial skills to lead a team effectively and deliver expected outputs on time and manage multi-cultural team.
  • Experience in international organizations working with developing countries is a strength.  Proven records of providing policy advisory services to developing countries are a plus.
  • Fluent in English, knowledge of another relevant language is an asset.
