Duties and Responsibilities
The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment". Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment's Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.
This consultancy post is in UN Environment Programme, Ecosystems Division at Marine and Freshwater Branch, under the direct supervision of Coordinator of the Global Programme of Action for the Protection of Marine Environment from Land Based Activities (GPA),
The objective of this consultancy is to develop UNEP’s white paper to address land-based sources of pollution:
• Taking into account emerging issues (pharmaceuticals, Anti-Microbial Resistance AMR, sargassum, microplastics,)
• bearing in mind the two existing strategies, the 5 years GPA’s project on addressing global pollution and the above-mentioned guiding principles.
The tasks and responsibilities are as follows:
Desk review and analysis of all existing documents, UNEA pollution related resolutions and relevant SDGs, included but not limited to the above-mentioned ones with the aim of extracting relevant information, guiding principles and approaches for the development of the white paper on land-ocean pollution;
Collect information of what UNEP and/or GPA has done to address land-ocean pollution: successful elements and failing elements, approaches such as S2S, R2R, H2O, results of the results of the land-ocean connection conferences.
Review of existing partnerships’ approach may be important: Global Partnership on marine liter (GPML), the Global Partnership on nutrient management (GPNM) and the Global wastewater Initiative (GW2I).
Identify existing and emerging issues related to land-ocean interaction that UNEP should deal with
Exchange with relevant partners within and outside UNEP to get their view on the topic, included, but not limited to the Regional Seas Programme, the Source-to-Sea Platform, SAICM, MEAs
Prepare material for the different and regular task-team meetings
Develop a white paper to address land-based sources of pollution that include challenges, key actions and recommendations that will provide a better understanding of the land-ocean pollution issue and guide UNEP UNEP’s work to address the matter.
Academic Qualifications: Graduate degree in the field of marine sciences, environmental sciences, ocean policy studies, physical, geo-chemical or biological oceanography.
Experience: At least 10 years of professional experiences in marine environmental issues, particularly pollution related issues. At least three years of experiences in addressing land-based and sea-based sources of pollution. Demonstrated capacity to write UN documents in English.
