This program seeks to increase engagement and modify current policies and procedures to provide more effective resources for Baltimore’s residents, small businesses, and underserved communities. VISTA members will develop a website to transform the GROW Centers into a virtual tool to continue providing communities with access to greening and sustainability practices and information in light of COVID-19. Members will also develop training sessions for small businesses and community leaders on environmental policies and the permitting process to ensure they are prepared and able to reduce their economic burden. Members will also evaluate options for workforce development for environmental management and water utilities consisting of the P3 Pipeline and Environmental Stewards which can lead to economic opportunities for local unemployed residents. Lastly, VISTAs will focus on improving communications, social media messaging and website content to be more engaging and inclusive to diverse groups & areas with regards to water quality, flooding and DPW’s role in the development process.

Member Duties : Environmental Policy Analysts will develop and upload content to website for GROW centers including links to resources for educational engagement content as well as videos and presentations for training sessions on the permitting process and stormwater credit programs. Members will also research and compile requirements to share with organizations on the P3 pipeline & Environmental Stewards workforce development programs to address stormwater/environmental issues in vulnerable neighborhoods while providing unemployed residents with economic opportunities. Finally, VISTAs will conduct research on other North American cities with similar poverty rates to form recommendations surrounding communication content and complete an assessment of the current stakeholder list to see which are addressing inequity and inequality in Baltimore. These recommendations will allow DPW to improve communications and ensure the website is more effective at providing residents with comprehensive information.
