Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. Organizational Context

The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The IFRC representation office to the Africa Union in Addis Ababa has presented multiple, unparalleled opportunities to present priority issues and perspectives among the international diplomatic, humanitarian and media community attached to the AU. Representation to the AU has resulted in the passing of draft legislation on disaster law and an emphasis on the auxiliary to government role played by National Societies, while promoting engagement with decision-makers and opinion leaders in various spheres of influence (policy-makers, corporate leaders, academics, think-tanks, governments, international, multilateral, intergovernmental and non-governmental organizations). The Red Cross Red Crescent Climate Centre (RCCC) was established by the IFRC and the Netherlands Red Cross in 2002. Its mission is to help the Red Cross and Red Crescent Movement and its partners reduce the impacts of climate change and extreme weather events on vulnerable people. Job Purpose

The Climate Resilience Advisor supports the effective engagement of the IFRC and the Red Cross Red Crescent National Societies in the Head of delegation to African Union, International Organization and to Ethiopia on climate change related dialogues and capacity building for policy engagement.

He/She will support and create enabling environment to improve dialogue between interested partners and ensure that community concern related to climate change are appropriately addressed by the regional and international political agenda ( for the organization and institutions based in Addis AU, UNECA and other main INGOs.

He/ She will aim to strengthen capacities of partner civil society organizations (CSOs) and communities (through Community-Based Organizations, CBOs) in their dialogues and knowledge and capacity on “integrated Risk Management” (IRM) in the interest of all people in society, so that these communities, supported by the partner organizations, are capable of enhancing their resilience;

She/he will support ERCS and involved partners in the implementation on community based Climate change adaptation programme for both building resilience and humanitarian preparedness and early/anticipated humanitarian response

Job Duties and Responsibilities

  • Overall, promote climate related Science – Policy – Practice links, including the Early Warning-Early Action approach (& sharing ENSO forecasts etc.), directly supporting the ERCS, IFRC and its in-country partners.
  • Support in country and regional dialogues related to climate smart resilience in Ethiopia and targeted part of Africa and the IFRC.
  • Support partners in engaging in IRM policy processes to further enhance resilience building, convene partners to establish intra-institutional change to enhance resilience.
  • Help identify and meet capacity building needs and opportunities with partners to enhance humanitarian dialogues for resilience/ IRM in Ethiopia and the targeted part of Africa. Including urban resilience to climate risks.
  • Engages in and facilitates the Ethiopian focus research for Raising Risk Awareness, strengthening the knowledge and evidence base for the dialogues of IFRC, ERCS and partners
  • Liaise closely with RCCC thematic experts to provide in–country support on climate related policy and resilience themes. In addition, maintain close coordination with RCCC regional and global staff and regional PfRII partners, IFRC and Red Cross and Red Crescent National Societies.
  • Leads on Knowledge Management and learning in Ethiopia, contributing to wider learning priorities of the IFRC and the Climate Centre.
  • Support the facilitation of Climate Centre led capacity strengthening initiatives.
  • Help carry lessons learned from local practices to national/regional/international policy makers [global ← → local]
  • Engage in all planning and coordination meetings of PfRII partners, IFRC and RCCC, contribute to project M&E and provide regular reporting and updates to all partners.
  • Develop project on climate resilience
  • Liaise with ECY climate change department and collaborate with AU/UNECA and potential partners   

 

  • The Advisor will work closely with the IFRC Office in Addis, Climate Centre, Ethiopia Red Cross Society (ERCS) and the Partners for Resilience, and will lead on climate-related dialogues (as outlined by IFRC and PfR strategic country and regional plans), ensuring that an ambitious climate program for Ethiopia and targeted regions in Africa are effectively developed and supported.
  • In addition, the position will support various programs with the ERCS related to climate change and climate variability, while also ensuring climate-smart approaches and capacity strengthening can be effectively rolled out.  The Advisor will support with the development of tools with technical departments, supporting the translation of global policy and standards into practice at the national and local levels. He/ she will also work on other strategic programmatic engagements like Strengthening Resilience in Somali Region (Chronic Crisis project), Raising Risk Awareness (RRA) and seeking connections with other resilience initiatives like BRACED and the Climate Services for Resilient Development partnership. (This is a partnership between the White House, USAID, DfiD, Google and others that the American Red Cross shared information on some months ago. While it has been active at the global level we are all hopeful it will pick-up speed

Education

University degree in relevant field

Experience

  • Proven ability to work with diverse stakeholders across many disciplines, to achieve societal impact and institutional and policy change
  • 3 years’ experience in working in a membership organization in roles that include member capacity development, the development of organizational policies and procedures.
  • Knowledge of and experience with international climate related policy and financing mechanisms, and how these are translated to regional and national levels 
  • A background on meteorology/ climate change adaptation with demonstrated professional credibility in the sector.
