UNDP Myanmar has developed a new programme for 2013-17 with the aim to promote local governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. This goal will be pursued through three complementary pillars where Pillar I focuses on strengthening local governance, Pillar II on Environmental Governance and Disaster Resilience and Pillar III on strengthening responsive and inclusive governance.
Pillar II focuses on strengthening capacities at local, regional and national levels to manage and utilize natural resources in a sustainable way, to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risks of natural disasters. One of the components of the pillar II is “capacities to adapt to climate change and reduce disaster risk at the local, regional and national level”. In this regard, UNDP formulated a series of projects in consultation with the Ministry of Social Welfare, Relief and Resettlement and Ministry of Natural Resources and Environmental Conservation. 
Under the guidance of the Country Director and the Team Leader of Pillar II (Environmental Governance and Disaster Resilience Pillar), the Programme Analyst (Disaster Risk Reduction and Climate Change Adaptation – DRR & CCA) leads DRR &CCA component (Output 6) of UNDP Country Programme, acts as a manager and supervises on all aspects of the component including projects funded by bilateral donors, provides technical inputs for Disaster Risk Reduction and Climate Change Adaptation work of UNDP, supports the Pillar team in strategic planning and identifying new programme areas while ensuring consistency with Country Programme’s priorities and creative responses to emerging challenges and opportunities. The Programme Analyst closely monitor to achieve the results on Annual Work Plan and quarterly delivery and submit donor reports and quarterly reports.
The Programme Analyst works in close collaboration with UNDP Bangkok Regional Hub Office, UNDP HQs (Regional Bureau for Asia and the Pacific) and Chief Technical Advisors, Consultants, the CO Operations Team, other UN Agencies, Government Officials, multi-lateral and bi-lateral donors, and civil society to successfully implement the UNDP programme.


Duties and Responsibilities
Summary of Key Functions:
  1. Ensures effective integration of Disaster Risk Reduction and Climate Change Adaptation component in support to Country Programme 
  2. Supervises and monitors implementation of the CO Disaster Risk Reduction and Climate Change Adaptation component and related projects 
  3. Ensures coordination with other units and stakeholders 
  4. Ensures quality management services and facilitates Knowledge Building and Management 
1. Ensures effective integration of Disaster Risk Reduction and Climate Change Adaptation component in support to Country Programme
  • Provides programme guidance in design, formulation and implementation of Disaster Risk Reduction and Climate Change Adaptation Component of the Country Programme
  • Coordinates with the executing/implementing agencies and monitors project progress, delivery and results to ensure effective programme implementation
  • Provides technical guidance to the UNDP project personnel for effective day-to-day programme implementation
  • Coordinate with the respective UNDP focal for gender to mainstream gender aspect in DRR programme implementation.
  • Ensures preparation of annual work plans and budgets of projects, resource tracking, monitoring, reporting in UNDP, in coordination with relevant programme and projects
  • Keeps on resource mobilization and expenditures mechanisms and provides timely input and guidance in programme delivery on the ground
  • Uploads and updates Development Work Plan targets and Balance Scorecard in ATLAS, as required by the CO’s RBM system
2. Supervises and monitors implementation of the CO Disaster Risk Reduction and Climate Change Adaptation component and related projects
  • Monitors and ensures smooth implementation of DRR and CCA projects to assure results based targets, including compliance to monitoring and evaluation, and other accountability instruments  
  • Prepares management responses to corporate and independent reviews, assessments and inquiries
  • Approves and monitors annual work plans, budgets, and expected results developed by the projects
  • Assures compliance and reviews the status of project activities and project management on the ground through monitoring field visits, and make recommendations as required
  • Assure integration of gender perspectives into the programme implementation
  • Monitors and identifies operational and financial problems and makes recommendations for solutions 
  • Produces regular and ad-hoc programme and project related reports by coordinating and utilizing existing expertise, knowledge, and experiences acquired from the projects
  • Reviews and identifies resource needs and gaps (human, financial, material) of programme and projects required to meet expected targets 
3. Ensures coordination with other units and stakeholders
  • Supports in developing strategic partnerships with various agencies, UN and non-UN system organizations and NGOs to ensure effective management and implementation of the Disaster Management Programme
  • Prepares project proposals and briefing documents for donors, organizes donor briefing for resource mobilization
  • Coordinates with the Government counterparts and various stakeholders for effective coordination and policy dialogue in the field of Disaster Risk Reduction
  • Promotes linkages of DRR with the poverty reduction, climate change adaptation and recovery programme in the country
  • Identifies opportunities for joint project/programme with other Pillars of Country Programme and /or other UN agencies for ensuring convergence
  • Leads/engages in and represents UNDP at coordination mechanisms and maintain the network of contacts for information sharing on DRR and CCA activities Supports the CO for enhancing the capacity for crisis management in response to disasters
4. Ensures quality management services and facilitates Knowledge Building and Management:
  • Identifies and documents best practices and lessons learned linked to the Disaster Risk Reduction and Climate Change Adaptation and mainstream result learning into UNDP’s broader corporate knowledge networks
  • Coordinates country-level studies on climate change adaptation and DRR & CCA and the use of the studies in country-level programming
  • Supervises the work of the consultants and provides technical guidance  to ensure their reports meets expectations of stakeholders  
  • Monitors national level data on DRR & CCA and summarizes the findings and uses findings for the programming purpose
  • Advocates for the role and impact of DRR and CCA in all programmatic fields and promote mainstreaming of Disaster Risk Reduction programming within the UN/UNDP 
  • Provides substantive inputs to Communication Plans and conducts outreach functions on DRR and CCA
  • Maintains strategic alliances with partners in government, NGOs, private sector and academia
  • Contributes to CO website and CO publications and public events 
  • Identifies and develops suitable media partnerships to increase the visibility of DRR and CCA issues in the country
  • Represents UNDP corporate policy in substantive arenas as requested and acts a resource person in national and international fora
  • Supports in enhancing DRR capacity within UNDP as well as the stakeholders in the country

Required Skills and Experience


  • Master degree in DRR, Environment, Climate Change, social sciences, public administration, management, international relations, or other relevant development fields.


  • at least 2 years of experience in the related filed of work
  • experience of engagement in inter-agency coordination and networking
  • experience in policy advocacy, capacity building of national and local organizations
  • proven ability to lead a team and to plan and organize work productively with the team
  • excellent command of MS office suite applications (Word, Excel, Access, and Power Point) 

Language Requirements:

  • Good oral and written command of English and Myanmar language.
