Job Description and Duties

Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2020 (PLP 2020). PLP 2020 directs that each full-time employee will continue to work their assigned work schedule and shall receive a 9.23 percent reduction in pay in exchange for 16 hours PLP 2020 leave credits, monthly.

The State Water Resources Control Board’s Division of Water Rights has one Environmental Scientist opening in the Registrations Unit. The position location is 1001 I Street, 14th Floor, Sacramento, CA 95814.

 

Duties:

 

The incumbent primarily performs complex and varied assignments related to the processing of water right registrations, and other processes related to administration of the State Water Board’s water rights regulatory authority. Specific responsibilities may include:

  • Analyze and evaluate hydrologic and water use data to evaluate the impacts of water diversions on public trust fishery resources, vegetation, wildlife, potential land uses, and other aspects of the environment.

  • Use scientific principles to develop recommendations regarding water rights registrations.

  • Develop or refine innovative techniques for conducting technical analyses, including use or remote sensing and aerial imagery analysis, workflow improvement using geospatial software or programming languages, and implementing data science methodologies.

  • Prepare technical information for public outreach materials. Conduct public outreach and attend meetings with partner agencies and other stakeholders.

  • Review, check, and interpret technical reports prepared by others, including technical reports pertaining to springs, wells, and surface waters.

  • Collect data in the field, conduct field investigations, compliance inspections, and desktop assessments of activities related to water right registrations.
