Centre for Science and Environment (CSE), an established research and advocacy institute, is looking for Programme Director / Senior Programme Manager for its State Programme Support Unit in Lucknow, Uttar Pradesh. The programme aims to establish policy principles, innovative technologies and implementation strategies for water and wastewater management. These efforts have been directed towards meeting the twin goals of laying foundation for water prudent society and adapting to climate resilience.
A major part of the programme is a project focusing on the preparation of city sanitation plans for effective septage / faecal sludge management in target cities located on the Ganga river basin.
This involves in particular technical programme support to the Department of Urban Development in the state of Uttar Pradesh for planning, designing and implementing effective faecal sludge/ septage and liquid waste treatment management systems in town/ cities across state. This includes preparing / implementing the City Sanitation Plans (CSPs) , pilot faecal sludge treatment / co- treatment , and management systems and interventions across sanitation value chain in three target cities – Allahabad, Bijnor and Chunar as model learning centres for other urban local bodies and establishing a ‘Forum of cities those manage Septage in U.P / Ganga basin’.
This is a senior position that involves leading and coordinating a 4-5 member core team based at Lucknow office and supported by 2-4 member team in each target city. This entails closely working with Uttar Pradesh state government departments, urban local bodies and implementing agencies like Jal Nigam. The Director / Senior Programme Manager will report to Senior Director and will be the lead and key contact at CSE Programme Support Unit (PSU) based at Lucknow and the city level Technical Support Unit (TSU) in Allahabad (Prayagraj), Bijnor and Chunar.
Qualification and Experience:
We would prefer Civil Engineers, Planners/Architects or Post-graduates in Environment/Wastewater Engineering or any related field with at least 10-12 years of work experience.
Candidate with prior similar experience of working in Uttar Pradesh or any other state government will be preferred.
Candidates should have experience of applied research and on-site technical field support, advocacy and training. He/she should also have a sound understanding of other organization groups and individuals in the water and sanitation sector including government policies/reforms in urban and rural water sector.
The candidate should be able to work in a tight-knit and dynamic team that works on a wide range of issues related to urban water and sanitation management. He/she should have strong networking and liasoning skills, willingness to travel and be fluent in both written and spoken English and Hindi. The position is based in Lucknow and involves frequent travel to target project towns/cities.
