Project: SDC-UNDP: ‘Strengthening State Strategies for Climate Actions

Supervisor: National Project Manager and direct supervision of State Project Manager

UNDP is implementing a project financed by the Swiss Agency for Development and Cooperation (SDC) which seeks to support the implementation of State Action Plans on Climate Change (SAPCC) in the states of Uttarakhand, Sikkim & Madhya Pradesh. The project aims at strengthening capacities to plan and implement relevant climate actions across identified sectors comprising of water, disaster management, forest and energy. Tools prepared and processes documented as part of the project will be shared with the larger community involved in practice of climate change. The project will also strengthen the state systems such as nodal institutions towards coordination of the activities envisaged under the SAPCC, facilitate implementation of climate change strategies with identified sectoral departments, maximize the benefits through exploring inter-state cooperation; and showcase the actual implementation of SAPCCs. The sectoral focus in the state of Uttarakhand will be water resources, Forest, Disaster Management and Energy.

Duties and Responsibilities

Summary of Key Functions:

The Project Associate will be based in Dehradun, Uttarakhand and shall work under the direct supervision of the State Project Manager and under the overall guidance of National Project Manager.

S/he will provide administrative, secretarial, financial and operational support to the project, ensuring high quality and accuracy of work. S/he will promote a client-oriented approach consistent with UNDP rules and regulations.  The Project Associate will support state project management unit and national project Management Unit in implementing the project related activities. S/he will facilitate knowledge building and knowledge sharing in the Project.   

S/he will undertake any other task assigned by the National Project Manager and State Project Manager.

Duties and Responsibilities:

Under the guidance of the National Project Manager and direct supervision of State Project Manager, the Project Associate will:

  1. Provide inputs in preparation of quarterly and annual progress reports.
  2. Facilitate data and information collection with the sectoral line departments for undertaking the project activities.
  3. Support State Project Management Unit in managing vendor contracts, drafting & processing of letters and facilitate payments.
  4. Coordinate with National Project Management Unit in technical, administrative and financial reporting to UNDP, MoEFCC and SDC.
  5. Manage all project related documents.
  6. Assist in day to day management and reporting on the project activities.
  7. Coordinate meetings/workshops, trainings and capacity building events. Provide technical and logistical support for organizing workshops, meetings and consultations with relevant stakeholders. Prepare and circulate meeting minutes, workshop proceedings etc.
  8. Contribute in raising awareness among key actors, in particular at government level, regarding climate change. Provide inputs for Knowledge products, facilitate knowledge exchange and establish knowledge networks on issues related to climate change.

Any other related task assigned from time to time by State Project Manager.

Required Skills and Experience

Educational Qualifications:

Bachelor’s degree in Environmental Science/Sustainable Development/ Social Sciences

Desirable: Masters in Environmental or Social Sciences



  • At least 4 years of overall project management experience
  • At least 3 years of relevant post Bachelors Experience and 2 years post Masters Experience at the National/State level on environmental issues with a focus on water, disaster and forest.


  • Experience of working with Central and/or State Governments/ NGOs/ Civil Society on similar assignments will be preferred.
  • Familiarity with the working environment and professional standards of international organizations and national and State Governments.

Knowledge and Skills

  • Proficiency in MS-Office, especially PowerPoint and Excel; statistical packages
  • Knowledge of web based management systems is essential
  • Strong facilitation skills
  • Strong communication (written and oral) and presentation skills

Language Requirements:

Proficiency in spoken and written English. Good knowledge of Hindi is desirable. 

Travel: As and when required
