The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:
The WASH & Construction Field Engineer is part of the RD Engineering Management Team and works directly under supervision of Senior RD Officer (Construction and closely work with Team Leader, WASH Officer and Site Engineers in development of WASH and construction infrastructure projects. He /she should ensure the quality of projects documentations and implementation as well he is responsible to support and develop the capacity of site Engineers and other field staff.
Qualifications & Requirements:
Bachelor’s degree from recognized college or university in civil engineering and Water Supply.
3-5 years’ relevant experience, especially within an NGO, UN agencies or similar organization. Working knowledge of civil engineering, Technical Assessment and engineering design, working knowledge of drafting, work knowledge of public works construction, working knowledge of computer aided drafting system. Computer skills at operator level, specialty with MS office package, Engineering Drafting, Analyses and Designing Computer Application (Auto CAD, Computer Aid Structural Programs, Civil 3D and GIS) and emailing (outlook).
The ability to estimate the sub-projects and prepare implementation plan, bill of quantity, maintenance plan, design of sub-projects in line with projects norms and standards.
To have good supervisory, analytical and troubleshooting abilities.
Fluency in English and Dari and/or Pashto, both written and spoken
Interpersonal and communication skills
Supervisory, team worker, analytical, and troubleshooting skills
Experience of Assessment, Designing, planning, Supervision, reporting and budgeting
Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
Honest, proactive and well mannered.
Familiarity with the Northern region where SCA operates
Ready to work, live and travel in an intricate and strenuous environment
To be an Afghan citizen.
Support WASH and Construction Team to facilitate the targeted communities on developing the WASH Projects Design and technical Proposals.
Support and lead the Feasibility and Technical Assessment Process of WASH & Construction Projects.
To support the RD Senior Officer (Construction) for all Engineering related activities.
Recording all relevant engineering data and activates and ensure all engineering project documents have been recorded and available in all project sites.
Follow up procurement orders with procurement committee for supplying all engineering required materials to ensure it has been delivered to the site on time with specified quality and quantity.
Collecting of all field reports and submitting to RD Senior Construction Officer on due time.
Providing all projects documents to Site Engineers and Field Staff.
Analyze the project material expenses and activities volume wither they are along with the BoQ, estimation and design or not.
Regularly have supervision of the project and coach site engineers technically.
Read, understand and apply the RDP Engineering, WASH and Operational Manuals.
Develop Projects Progress report and provide it with details to line supervisors in monthly bases (last week of each month).
To capacitate Site Engineers on engineering manuals and new accepted standards and norms.
Conduct joint monitoring with key stakeholders and following up their accepted for project improvements.
To support field team to prepare project expenses documents and make sure they are in line with financial regulations and project norms.
Take active part in planning, budgeting and reporting of RD activities related to WASH & Construction activities.
To replicate the best practices in different project areas. Mostly focus on bringing up changes and initiatives for project improvements.
Travel frequently to the district to implement projects as well if there is need on engineering assistance, WASH & Construction Field Engineer should travel and stay in the project’s sites. He should travel to the project fields at least 55% on monthly basis.
Any other relevant task given by line supervisor.
