Introduction

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI has worked in Indonesia since 2013 and has recently embarked on the second phase of its joint program with the government, which will run until 2019. 

GGGI supports stakeholders through complementary and integrated work streams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. 

GGGI supports the Government of Indonesia (GoI) in three focal areas: energy, infrastructure projects within special economic zones, and forest and land-based mitigation (including REDD+). The program, known as the ‘GoI-GGGI Green Growth Program,’ aims to demonstrate that green investments is possible and can become the norm both for investors and for planners, ultimately improving the overall quality of economic growth and development. GGGI collaborates with the Ministry for National Development (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Energy and Mineral Resources, the Peatland Restoration Agency, and the Ministry of Environment and Forestry. Central Kalimantan and East Kalimantan are designated as pilot provinces.

Purpose of the Assignment

The Environmental Economist Consultant supports the GGGI Indonesia team by providing technical assistance to the Indonesian Green Growth program for Output 1.3 and 4.3:

  • Output 1.3 – Green growth recommendations are developed with relevant authorities for incorporation into sectoral, provincial, and district-level development plans.
  • Output 4.3 – A green growth curriculum is designed and modules are prepared for relevant Government of Indonesia (GoI) agencies to use in training programs delivered through the Green Growth Facility.

Scope of Work

 As part of output Output 1.3 – Green growth recommendations are developed with relevant authorities for incorporation into sectoral, provincial, and district-level development plans, the consultant shall be expected to provide technical input for the mid-term development plans which are at different stages of development (Rencana Pembangunan Jangka Menengah Daerah/RPJMD):

–          Central Kalimantan provincial government

–          East Kalimantan provincial government

–          Murung Raya district government (Central Kalimantan)

–          Pulang Pisau district government (Central Kalimantan)

This shall be done in close cooperation with the Forest and Land-use Lead and the local GGGI teams in the two provinces, who will lead the engagements with government counterparts and stakeholders. The Consultant shall support the provincial GGGI teams with technical content during with Focus Group Discussions and field visits to shape the strategy, and to obtain and analyse feedback on the draft documents, as well as to reshape the documents. 

Total estimated number of days for this work is 114. 

As part of Output 4.3 – A green growth curriculum is designed and modules are prepared for relevant GoI agencies to use in training programs delivered through the Green Growth Facility the consultant is expected to provide technical support the Knowledge and Capacity Development Lead with the cooperation program with the State Administration Institution (LAN). Focus is on green growth capacity building for the state apparatus. The consultant will contribute to the development of the curriculum and the content and quality of the modules. Strategic Environmental Assessments (SEA) and extended Cost Benefit Analysis (eCBA) will play a key role in the modules. 

Total estimated number of days for this work is 70.

Reporting Requirements and Deliverables

The Consultant shall be expected to spend at least two full days per week in one of the GGGI offices, however the Consultant is welcome to join GGGI Indonesia in the office for all contracted days. Payments are based on daily basis.

 For the different deliverables the Consultant shall report to different GGGI staff members, for Output 1.3 to the Forest and Landuse Lead, for Output 4.3 to the Knowledge and Capacity Development Lead.

Qualifications

–          More than 8 years of relevant experience in one or more professional disciplines with a relevant Masters degree (Environmental Economics, or other relevant topics), or an equivalent combination of relevant education and experience.

–          Experience with Curriculum and/or Module development for the relevant fields of green growth, eCBA, SEA, green planning or other relevant themes.

–          Thorough knowledge of eCBA/SEA process and methodology, combining a broad grasp of relevant theory and principles

–          Ability to participate in multi disciplinary teams and to work independently.

–          Strong thematic/regional knowledge

–          Captures specific features/aspects of the client needs or operational environment to ensure optimal project design/delivery.

–          Secures collaboration/agreement from colleagues/partners reflecting empathy of perspectives and identifying recognition of mutual/complimentary interests.

–          Organize work outputs to support optimal delivery through adapting procedures;

–          Anticipates/plans for operational dimensions including unique resource requirements that may affect quality project/service delivery.
