Job description

GIZ has provided support to the water and agricultural sector in Zambia for many years. In February 2019, the programme Accelerate Water and Agricultural Resources Efficiency was launched. The programme’s objective is to enhance climate smart Water Resources Management (WRM) and efficient agricultural water use for smallholders in the Lower Kafue Sub-Catchment, applying a gender sensitive approach. Jointly with the implementation partners, the project works on five output areas, namely (1) strengthening of WRM capacities at the national level, (2) strengthening of capacities of WRM-structures on the sub-catchment level, (3) strengthening of water user associations in the sub-catchment, (4) introduction of new technical options for smallholder farmers for efficient use of water resources and (5) capacity development of public and private agricultural extension service providers to train smallholder farmers on efficient water use, harvesting and irrigation.

Output 4 and 5 focus on the establishment of 32 demonstration sites, which shall function as training venues for capacity development measures of 11,000 smallholder farmers. Both outputs are subcontracted to a large extent to a consultancy firm.

As advisor your are responsible for the steering and managing of this consultancy and thus the successful implementation of the subcontracted activities.

Your tasks

  • Planning, steering and close monitoring of project activities and capacity development measures for 11.000 smallholder farmers
  • Ensure the meeting of deadlines and quality standards according to programme commitments in commissioning documents
  • Provide oversight and direction to the consultancy team in accordance with the programme’s objectives and the guidelines of the Federal Ministry for Economic Cooperation and Development (BMZ), EU and GIZ
  • Support conceptual design and planning of required adjustments in programme activities
  • Ensure integration of subcontracted activities in the larger programme context
  • Ensure good working relationships with partners and linkage of activities of consultancy to the Ministry of Agriculture, the Ministry of Water Development, Sanitation and Environmental Protection and the water user associations as well as other local stakeholders
  • Technical and strategic advice to Zambian partner institutions in the areas of WRM and efficient agricultural water use
  • Support the reporting to the EU and BMZ as well as contribute to the development of publications and communication material

Your profile

  • Diploma or Master’s degree in project management, integrated water resources management, agricultural sciences, environmental management, engineering, geography or economics or other relevant discipline
  • Several years of professional experience in project management and steering of consultancies 
  • Proven experience in conceptualizing, structuring, planning and implementing activities in a dynamic environment
  • Proven management and organisational skills as well as the ability to build good working relations with local stakeholders
  • Regional Experience in Southern Africa is an asset
  • Results-oriented and high intercultural competence
  • Conflict resolution and mediation skills
  • Fluency in English; German language skills are a strong asset
