Jordan is one of the most water scarce countries in the world and faces considerable challenges to ensure the availability and sustainable management of water and sanitation for its population. Although more than 98% of the population has access to an improved water source, this access often relies on non-renewable sources and subsidies by the Jordanian Government. Furthermore, a study published by UNICEF in 2019 indicated that 77 out of 88 sub-districts across Jordan are identified and ranked as high to severely high in terms of sanitation vulnerability criteria. According to a Global Baseline Report published in 2018, around 98% of facilities in schools across Jordan need some form of repair. In terms of access to sanitation services, approximately 66% of schools have limited sanitation services, and 33% have only basic services. These challenges prevail in urban environments but are more chronically felt in rural settings. Furthermore, resilience against future climate and economic shocks is a challenge going forward, which will need to be addressed through a concentrated effort on the part of the Government, with the cooperation of international partners.
Water scarcity in Jordan is likely to be further exacerbated by climate change, an issue which will need to be addressed across many fronts through concentrated policy efforts, including but not limited to the integrated implementation of water resources management including through transboundary cooperation, water conservation, protection of water resources, and international cooperation and capacity building of national and local stakeholders. In particular, efforts will need to be focused on supporting the transition from unsustainable water management practises to renewable resources, as well as ensure that communities in urban centres, rural areas, informal tented settlements and refugee camps, are supported with access to minimum standards as identified in Sustainable Development Goal (SDG) 6, Water and Sanitation for all.
SDG 6 aims to “ensure availability and sustainable management of water and sanitation for all,” and although the Government of Jordan has made significant progress towards the achievement of the SDGs by 2030, many challenges remain. In terms of water security, the Government has highlighted in its “Jordan 2025 – A National Vision and Strategy” analysis from 2014, that there remains a clear imbalance between water demand and available water resources, both in terms of renewable water sources, and fiscal capacity to cover the expenses associated with a growing deficit. Gaps between the provision of sanitation services, particularly in rural areas across Jordan, remain prevalent. These issues are all further compounded by a growing population which has increased by more than a factor of nine over the past 54 years, placing an additional strain on available resources and access to services.
The objective of this consultancy is to support the Ministry of Water and Irrigation within the Government of Jordan, to establish a coordinated data collection and tracking framework aimed at assessing Jordan’s progress towards achieving SDG 6 targets by 2030. This framework will ensure that the process is consolidated, coordinated, and managed at a cross-ministerial level to ensure sustainability.
Description Of Assignment:
The consultant will undertake the following activities as a minimum:
1. Undertake a comprehensive assessment of the current progress status of achievement of SDG 6 through:
- Review of the existing water and sanitation situation in the country, including review of existing data, national policies, institutional structures, frameworks and mechanisms, existing programs, policies and strategies, and partnerships at national and international levels, to form the basis for a monitoring framework for all indicators under SDG 6.
- Mapping of SDG 6 against national water strategy 2016-2025, related policies and action plans, master plans, Capital Investment Plan (CIP) and interlinkages with other SDGs to allow identification of gaps in existing frameworks regarding progress towards the achievement of SDG 6.
- Review existing indicators and baselines for the monitoring framework.
2. Identifying and streamlining existing SDG 6 monitoring frameworks:
- In close collaboration with the MoWI and UNICEF, review the existing SDG baseline values, monitoring mechanisms, data collection mechanisms, coordination platforms, and reporting and tracking systems with regards to SDG 6 indicators:
- Determine requirements to institutionalise SDG 6 data collection, measurement, management and reporting within MoWI, including assessment of existing and required human resources, technical and financial capacity requirements.
- Review existing monitoring frameworks (such as the Joint-Monitoring Programme for Water Supply, Sanitation and Hygiene (JMP), the Integrated Monitoring of Water and Sanitation Related SDG Targets (GEMI), and the Global Analysis and Assessment of Sanitation and Drinking-water (GLAAS)).
- Develop a cross-ministerial or departmental platform for coordination of data collection and reporting to inform the monitoring framework.
- Develop insights on the SDG monitoring requirements and the key data gaps that exist in the country. Research on appropriate monitoring mechanisms adopted by other countries, with a view to learning from global good practices.
- Prepare a discussion note, outlining the current status and key issues in the existing monitoring modality, and identify key recommendations to strengthen the internal and external monitoring of data and reporting for JMP/SDGs.
3. Developing and institutionalizing an SDG 6 monitoring framework:
- Develop methodologies and guidelines for the monitoring of SDG 6 including the 11 global indicators, with the aim of guiding the MoWI focal points in the collection, analysis and reporting of data for SDG 6.
- Support the collection of data for global reporting, and to ensure sustainability and develop capacity within MoWI by establishing appropriate mechanisms and structures for the monitoring of each indicator.
- Ensuring that indicator-specific capacity is complemented by national and subnational institutional processes that mainstream monitoring within ministries and link monitoring to decision-making.
- Conducting a framework analysis to identify any gaps in existing capacities and where appropriate provide recommendations to MoWI on how to address these, including assessment of organizational structures across Ministries and departments, human resourcing requirements, monitoring evaluation and reporting mechanisms, and recommended SDG achievement roadmaps for key indicators.
- Ensuring that processes are harmonized across various Government Ministries to ensure sustainability and a streamlined approach.
- Ensuring that a data validation mechanism is in place to ensure the accuracy and quality of source data before using, importing or otherwise processing the data.
- Ensure stakeholder (relevant actors involved in the SDG 6 monitoring framework) accountability, awareness and engagement throughout the process by making sure the institutional monitoring process is streamlined across all relevant ministries and that each stakeholder’s roles are clear and straightforward. The consultant shall support the MoWI in the identification and maintenance of overall and indicator-specific focal points, through clear communication structures and coordination amongst stakeholders, and provide recommendations to the MoWI SDG monitoring unit on the institutionalization of SDG monitoring.
- Lead a seminar/workshop for MoWI staff and management (and other relevant stakeholders) to discuss the proposed Monitoring and Evaluation framework draft document. Follow up on seminar conclusions in order to incorporate them into the final M&E framework.
- Build the capacity of the MoWI taskforce on the principles of monitoring and evaluation and how to operationalize the developed monitoring and evaluation framework.
4. Streamlining of reporting mechanisms:
- Set a clear and integrated framework for the global communication and reporting process to ensure periodic reporting obligations (SDG Reports, JMP, GEMI, and GLAAS) are met effectively.
- Lead the analysis of any gaps in the responsible organizational (Strategic Planning Administration at the MoWI) unit’s technical and managerial capacities to perform its role in the monitoring of progress towards SDG 6.

How can you make a difference?
1. Education: An advanced university degree (Master’s level) in Social Sciences, Public Health, Engineering or related technical field relevant to WASH.
2. Work experience:
- Ten years of progressively responsible relevant work experience at national and international levels in monitoring, evaluation and reporting, WASH programme planning and management in a related field, with demonstrated experience in MDG/ SDG monitoring, with an emphasis on the overall management of strategic planning, leadership and coordination of monitoring frameworks.
3. Technical knowledge:
- Extensive Knowledge and experience in institutional capacity assessment, analysis and strengthening in development and emergency context in developing countries.
- Proven ability to develop strategies, guidelines and action plans on development initiatives preferably on WASH in developing countries.
- Demonstrated experience in interfacing with Government, UN agencies, NGO’s and donors particularly on policy issues.
- Knowledge of the regional/global sanitation and hygiene monitoring landscape and financing of sanitation and hygiene sector with various actors at different levels and well versed with SDG agenda.
- Proven ability to express clearly and concisely ideas and concepts in written and oral form in English.
4. Language: Fluency in Arabic and English is required.
5. The consultant should have all hardware and software in order to enable them to perform all responsibilities connected to these Terms of Reference.
