Central African Republic (CAR) is experiencing a humanitarian crisis, with more than 600,000 internally displaced, and 500,000 of refugees in neighbouring countries, and many more affected. NRC started the current country programme in CAR in February 2014, and is currently operating in five field offices; Berberati in the South West, Dekoa in the Centre West, Kaga Bandoro in the Centre North, Ndele in the north, Alindao in the southeast, as well as the capital office in Bangui.
The security situation is highly volatile and very difficult to predict. NRC’s geographical areas of intervention are stable at the moment but it is difficult to predict if they will remain stable, even in the short term.
The programme portfolio includes all five core competencies of NRC. ICLA (Information, Counselling and Legal Assistance), Livelihood and Food Security, WASH, Shelter and Education, Mediation, as well as Protection and Community Based Planning programmes.
The purpose of the Programme Development Manager is to be responsible for design, development and implementation of the Shelter and WASH programme in the Central African Republic (CAR).
Duties and responsibilities
Compliance with and adherence to NRC policies, guidelines, tools, and handbooks
Responsible for the development and management of funding proposals, project budgets and donor reports
Coordinate and manage Shelter/WASH project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
Ensure high technical quality of projects
Promote synergies in strategy but also in implementation with other Core Competencies (CCs)
Ensure the protection of HLP rights is integrated in all shelter project design and implementation
Design trainings for community leaders and other stakeholders
Liaise with government officials, humanitarian/development actors, and civil society
Provide internal reports on time and with high quality
Qualifications
Experience from working in complex and volatile contexts
Expertise in both hard and soft components of shelter and WASH responses
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in French and English, both written and verbal
Knowledge of the context in CAR is an asset

Duration: 12 months
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Grade: 9 in NRC’s grade structure.
Duty station: Alindao with 40% travel to the field. Alindao is a non-family posting. International staff members are required to live in joint accommodation.
