Project Overview and Role:
Primary Duties and Responsibilities:
The Humanitarian and Stabilisation Operations Team (HSOT), contracted by Palladium International Ltd, provides the Department for International Development (DFID) with humanitarian services and the UK Government’s Stabilisation Unit (SU) with stabilisation support.
As part of the Humanitarian Emergency Response team, this role joins a team of Humanitarian Advisors who provide generalist humanitarian expertise in rapid onset emergencies and protracted crisis alongside and for DFID. The HA also maintains the WASH and Urban portfolio to drive delivery and support the HEROS contract commitment to response readiness.
Main Responsibilities
Generalist Portfolio
- Provide humanitarian analysis and advice to help design and implement humanitarian response strategies for DFID in rapid onset emergencies and protracted crisis.
- Contribute towards disseminating and supporting DFID humanitarian policy including for example attending meetings in the UK and overseas and preparing and delivering presentations and training sessions for colleagues.
- Support the design, planning and delivery of simulations, trainings and other exercises for HSOT, CHASE, other DFID teams, other government departments and selected external partners.
- Participate in HSOT preparedness, exercises and when needed rapid response team deployment, managing small teams as required, either in the UK or overseas.
WASH and Urban Portfolio
- Lead HSOT’s WASH and Urban offer to DFID offices including further design and development of the offer through engagement and coordination across HSOT functions, collaborate with DFID counterparts to promote the service across DFID teams and offices, establish and maintain evidence and feedback mechanisms, and analyse impact for dissemination and adaptation.
- Provide direct WASH and Urban support to prioritised country offices (or CHASE/regional teams in areas with no DFID presence) in areas considered at high risk of humanitarian disasters
- Design and collect evidence to inform WASH and Urban work and analyse impact of WASH and Urban measures in response.
- Track innovations and environmental sustainability in the sector, support DFID engagement with WASH and Urban programming innovations, and promote innovation within HSOT response options.
- Establish collaborative relationships with other humanitarian actors to assess WASH and Urban programming in humanitarian contexts, UK value added and plan programming in a manner that incorporates latest findings, lessons learned, policy guidelines, etc., including gender-related considerations.
Required Qualifications:
Requirements
- Degree level or equivalent qualification in a related subject.
- Significant relevant senior humanitarian work experience in decision making roles in emergency settings, including country office level, preferably across range of humanitarian responses and programmes in rapid onset and protracted crisis settings.
- Proven knowledge and technical skills developing shelter and urban tools and plans, preferably from a multi-sectoral perspective and inter-agency perspective in multiple settings.
- Experience in the development of humanitarian trainings and tools, as well as facilitation experience.
- Previous work experience with WASH and Urban programming at country offices level
- Demonstrable understanding of system-wide arrangements and schemes that underpin humanitarian response, including for example international humanitarian law, international financing instruments, humanitarian risk assessment and the cluster approach.
- The candidate will be expected to work strategically and have the ability to influence internal processes, whilst at the same time have a demonstrated ability to design and implement practical programmes on the ground. S/he will have experience identifying and communicating evidence that helps inform policy and funding.
- Native fluency in English is required. Advanced French is highly desirable. Working knowledge of Arabic, Portuguese or Spanish is also an asset.
