Objective and Purpose of the Assignment
The objective of this assignment is to support the Ministry of Water Supply (MWS), Government of Nepal
(GON), the executing agency and Project implementation directorate -Kathmandu Upatyaka Khanepani
Limited - (KUKL-PID) and Melamchi Water Supply Development Board (MWSDB) to (i) conduct feasibility of
proposed Kathmandu valley water supply schemes ( Second Kathmandu Valley Water Supply Improvement
Project (KVWSIP2) and Melamchi Water Supply Project – Phase II (MWSP2) and (ii) review detailed
engineering design of water treatment plant (WTP) and water supply network and structure Fecal Sludge
Management (FSM) pilot following International best practices, guidelines, regulations and policies.
Scope of Work
The specialist along with other consultants will support MWSDB and PID, to conduct overall due diligence
of the proposed water supply subprojects and Fecal Sludge Management pilot ensure that they meet all
requirements, procedures and policies of GON and ADB.
The specialist will (i) examine the primary data collected by the IAs, (ii) validate available secondary
data based on selected site visits, (iii) review the detailed engineering prepared by the IAs primarily
focusing on compliance with applicable design criteria and standards, adoption of new technology and
climate resilience measures, (iv) provide handholding support to the IAs to identify the most suitable
technical options for increasing the water treatment plant capacity within the existing land footprint,
(v) provide handholding support to the IA to develop design concept of water treatment plant,
distribution networks and structure fecal sludge management pilot projects, (vi) input and output
criteria for structuring procurement package for WTP and FSM pilot (v) support prepare technical
feasibility report that will meet ADB processing requirements.
Detailed Tasks and/or Expected Output
Specific tasks will include the following:
a. Assessment of existing situation
i. Review the data of raw water quality data, operation of current WTPs including the treatment process,
proposed treatment process of new WTP and land availability,
ii. Examine the proposed distribution networks and storage (if any). Study available master plans,
detailed project reports, coverage areas for design networks and storage facilities.
iii. Population projections and water demand in the project area
iv. Review that overall sanitation situation and past FSM studies conducted
b. Survey, investigation and data collection:
i. Examine the primary data collected (topographical and geotechnical) by the EA, validate available
secondary data based on selected site visits and identify data gaps if any.
ii. Review the available base, topographical maps and survey data.
iii. Guide the EA in collecting additional primary data for network design, WTP treatment processes and
to identify suitable demonstration zones for fecal sludge management pilot projects, if required
c. Technical appraisal, design and report preparation:
In consultation with the EA and other Water Supply Specialist:
i. Review and finalize design criteria for WTP, FSM pilots and distribution network including the
provisioning of balancing reservoirs,
ii. Analysis of options for WTP treatment process for increasing the water treatment plants capacity
(the completed as well as the proposed) within the existing land footprint and without interrupting
water supply services and also on the basis of life-cycle cost analysis and long-term operational
sustainability.
iii. Analysis of options for distribution network: Study possible zoning and DMA options/alternatives
and ensure that the zoning, technologies and pipe materials proposed are most appropriate on the basis
of life-cycle cost analysis, long-term operational sustainability and for NRW reduction
iv. Analysis of options for FSM pilots: Study different zones and identify most suitable zone for
demonstration of fecal sludge management pilot project based on techno-economic criteria. Also identify
most suitable co-treatment options considering the current waste water treatment facilities in Kathmandu
v. Conduct technical due diligence and prepare technical feasibility/ due diligence report for ADB’s
internal processing
vi. Review and support the EA the strengthen the design concept of WTPs and the input and output
requirements.
vii. Support Water Supply Network and Hydraulic Modeling Specialist and the EA to strengthen the
distribution networks deign following district meter area approach and using dynamic hydraulic modeling
software and ensuring that quantity and pressure of water at consumer end is adequate enough for 24x7
supply.
viii. Help Water Supply Network and Hydraulic Modeling Specialist to restructure distribution network
packages as outcome-oriented service delivery type contract, which can provide comprehensive end-to-end
solutions to the entire zone, e.g. 24x7 water supply with 8-10 years O&M.
ix. Explore possibility of incorporating rainwater harvesting and restoration of historic water pond
infrastructure in the project scope
x. Review technical specifications and employer's requirement for bid documents, performance criteria
during operation period and strengthen those for WTP and network packages with the support of other
consultants.
xi. Structure the FSM pilot concept and prepare background works for preparation of detailed project
report (DPR).The activities to be undertaken for the selected cluster would include: Baseline assessment
to identify gaps in FSSM value chain and arrive at the ideal capacity, and suitable technology and
arrangement required for collection transportation and treatment.
xii. Update cost estimate of the proposed schemes
d. Project Coordination
Coordinate with other consultants to ensure necessary technical. environmental, social safeguards and
economic and financial due diligence reports are prepared - in accordance with the GON’s and ADB
relevant policies and procedures, and in accordance with the project objective;
e. any other tasks assigned during course of services.
Minimum Qualification Requirements
The expert must have a degree ( mater's degree preferred) in civil engineering or environmental
engineering with a minimum 7 years of experience in related field, in designing WTP, water supply
networks and FSM schemes.
