GIZ International Services is shortlisted for the EU-funded tender: „Capacity Building, Acquis Transposition and Planning for Environmental and Climate Change Action Sector” in Montenegro.

The overall objective of the project is to support Montenegro’s alignment with the EU acquis of the accession negotiations, as well as to increase the Institutional Administrative Capacity.

The purpose of this contract is to support the Transposition process and develop the Institutional Capacity for Strategic Planning, Implementation and Enforcement of Environmental Acquis, in line with the Action plan for the National Strategy for transposition, implementation and enforcement of the EU acquis on Environment and Climate Change 2018-2020.

Your tasks

The Capacity Building/Organizational Review Senior Expert will focus on providing support for strengthening the capacities of the relevant institutions in particular what concerns training, coaching, organizational review and preparation of operational manuals, completing assessment, functional review gaps missing in the selected priority projects not reaching adequate level of maturity.

Your profile

Qualifications and skills

  • University Degree with minimum 4 years of studies in engineering, environmental sciences or Law (degree awarded on university or equivalent institution attested by a diploma);
  • excellent command of English, both written and spoken (min. level 2 in the scale from 1 to 5 where 1 is excellent and 5 is basic);
  • Computer literacy (MS Office applications);
  • Excellent communication and presentation skills.

General professional experience

  • Minimum 10 years of professional experience related to EU funds management;
  • Experience in management of Structural funds and/or cohesion funds and/or European structural and investment (ESI) funds will be an advantage.

Specific professional experience

  • Minimum 7 years of professional experience in coordination, analysis, reporting and monitoring/evaluation of EU funds, preferably within the environment and climate action sector;
  • 3 years of professional experience in the area of assessing the needs for human resource development in public administration in EU Member States and candidate countries;
  • Participation as key/non key expert/consultant in minimum 3 projects related to designing and/or delivering training in the area of capacity building for EU funds management;
  • Working experience in environment sector in Montenegro or in the countries of region will be considered as an advantage.

Location information

The services under this contract shall be performed in Podgorica, Montenegro. The target area to be covered by this project is the whole territory of Montenegro, and there might be a need for short term assignments of experts outside Podgorica.

Start date & period of implementation

The intended start date is November 2020 and the period of implementation of the contract will be 36 months from this date (indicative 400 working days, out of which minimum 80% shall be spent in Montenegro).
