Triangle Environmental Health Initiative (TE), headquartered in Durham, North Carolina, USA, is seeking to hire a qualified Chief of Party (COP) to manage partnerships and lead the administrative direction on a three-year USAID-funded project to improve the efficacy of civic technology in solid waste management, which began in October 2019. The Solid Waste Accountability Platform (SWAP) is working with private waste collection firms, local stakeholders, and residents to test interventions designed to increase accountability and responsiveness in municipal solid waste collection and management in three urban areas in Cambodia.

Roles and Responsibilities:
The Chief of Party will be responsible for the strategic direction, overall coordination, and management of the project. In addition, the COP will have a leadership role in coordination among various partners, and sub-recipients, and contractors. The COP will serve as the principal interlocutor with USAID and key stakeholders, ensuring the program meets stated goals and reporting requirements in a timely manner. This position is part-time, can be performed remotely, and requires some travel to Cambodia. The COP is supported by a robust team including a Contracts Manager, a Project Manager, a Research Manager, and Technical Lead as well as a team of partners at Duke University and The Asia Foundation.

Minimum Qualification Requirements:

  • A Master’s degree or higher, or equivalent;
  • At least ten years of experience in managing complex urban programs in developing countries;
  • Experience and/or understanding of the Cambodian municipal or urban context;
  • At least seven years of experience as a COP or senior manager of projects of similar scope and complexity, such as Project Director, Deputy COP or Country Director;
  • Ability to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors;
  • Excellent English language skills and written and oral communication skills;
  • Strong strategic planning and diplomacy skills;
  • A proven record of excellent management, leadership, decision-making, and interpersonal skills to ensure internal coherence among diverse team members and sub-partners;
  • A demonstrated experience in maintaining strong relationships with partner government counterparts, donors, implementing partners, private sector and other stakeholders;
  • Experience working in Cambodia or another country in the Greater Mekong Sub-Region will be an advantage.
  • Subject matter expertise with Solid Waste Management or ICT is preferred, but not required.
