Position Overview & Work Environment:
This employee will work in the Watershed Projects Section of the West Virginia Conservation Agency. The Watershed Technician position is technical in nature and performs tasks associated with natural resource conservation. Work may include assistance with natural stream restoration or traditional bank stabilization projects, the inspection and maintenance of flood control structures, work with landowners to develop site specific stream management plans and monitoring the performance of various conservation projects. Responsibilities include participation during natural disaster events to assist with the statewide implementation of WVCA programs. This position is a mixture of fieldwork and office environment with the majority being field work. The duties require traversing rough terrain in inclement weather, participation in aerial flights, operation of small water craft, and the use of bio-security protocol. Extensive overnight travel throughout the state is required with extended stays during natural disaster response.
Examples of Responsibilities:
- Communicates effectively orally and in writing
- Conducts in-depth inspections of flood control structures as required
- Conducts field investigation/site assessments and accurately documents findings to determine eligibility for WVCA programs
- Provides recommendations for projects, cost estimates, designs, and specifications for Stream Management Plans and maintenance of dams
- Performs basic design/blueprint interpretation, project surveying and monitoring
- Construction oversight and inspection of stream bank stabilization and stream restoration projects
- Provides technical, planning, and informational assistance to individual landowners and farmers.
- Assists with state/federal permit preparation and development of contracts for construction work
- Attends pre-bid job showings to provide technical oversight
- Provides assistance to other WVCA sections as assigned
- Maintains OSHA safety compliance with associated documentation
- Safe operation of state vehicle and equipment
Required Knowledge, Skills and Abilities:
- Ability to establish and maintain effective working relationships
- Knowledge of basic surveying skills/ basic GIS/GPS systems
- Knowledge of stream monitoring techniques
- Computer skills with the capacity to learn various software packages
- Knowledge of state and federal environmental and natural resources laws and regulations
- Document inspections of observed findings with detailed reports
- Ability to sketch and design site maps with project components
- Skill in making final conclusions with justification and documentation of such
- Understanding of soil, water, forage, and fecal sampling
- Identify non-point source water quality issues and apply NPS issue solutions
- Review sediment and erosion control plans for construction sites less than 1 acre
- Knowledge of principles and practices of conservation planning
- Knowledge of soil fertility, animal nutrition, grassland management, plant nutrients, pesticide management, and soil and water conservation practices
- Knowledge of storm water management practices
- Knowledge of land treatment practices to improve or protect water quality
- Knowledge of Forestry Management Practices
- Herbicide application license and nutrient management certification.

Education: High school graduate or GED equivalent.
Experience: Two (2) years of full-time or equivalent part-time paid employment in a construction, natural earth sciences, engineering, forestry, mineral extraction, environmental sciences or related fields. OR

Grade 6.1-9.10- Watershed Technician II – $32,907-$42,233
Education: Associate’s Degree from an accredited college or university.
Experience: Four (4) years of full-time or equivalent part-time paid employment in construction, natural earth sciences, engineering, forestry, mineral extraction, environmental sciences or related fields. Training: Rosgen equivalent stream geomorphology training levels 1 and 2.
OR
Education Substitution: Four (4) years of full-time or equivalent part-time paid employment in a construction, natural earth sciences, engineering, forestry, mineral extraction, environmental sciences or related field. The “Education Substitution” years of experience must be in addition to the required “Experience”.

Grade 8.1 – 11.10 – Watershed Technician III – $36,178 – $46,562
Education: Bachelor’s Degree from an accredited college or university.
Experience: Four (4) years of full-time or equivalent part-time paid employment in construction or project management.
Training: Rosgen equivalent stream geomorphology training levels 1, 2 and 3
OR
Education Substitution: An Associate’s Degree and four (4) years of full-time or equivalent part-time paid employment in a construction, natural sciences, engineering, forestry, mineral extraction, environmental sciences or related fields. The “Education Substitution” years of experience must be in addition to the required “Experience”.
Training Substitution: None
Classification and salary will be dependent upon experience
