Timor-Leste is a small half-island country, one of the top ten counties most vulnerable to climate change. Approximately 70% of Timor-Leste’s rural population (840,000 people) is highly vulnerable to climate changes, particularly increasing variability of rainfall and extreme weather events. Lives and livelihoods in the remote interior of the country and coastal regions are both highly exposed. Impacts of intensified extreme events include damage and degradation of decentralized small-scale critical infrastructure, particularly water supply and drainage structures, embankments, and feeder roads and bridges. Damages leave rural populations isolated, lacking basic services. According to climate change scenarios and risk models, occurrences of climate extremes and related damages will at least double towards mid-century.

The project objective is to safeguard vulnerable communities and their physical assets from climate change-induced disasters. It aims to address existing institutional, financial and legislative barriers, increasing the climate resilience of vulnerable small-scale rural infrastructure. Six municipalities mainly Baucau, Ermera, Aileu, Viqueque Lautem and Liquica which were selected for the project interventions.  The project has the below two inter-related outputs that not only aim to achieve the impact potential, but also to create enabling environment/condition for scaling up/replicating the project impact beyond the immediate target areas.

  • Output 1: Climate risk information is developed, monitored and integrated into policies, regulations and institutions to inform climate resilient small-scale rural infrastructure planning and management
  • Output 2: Climate risk reduction and climate-proofing measures for small-scale rural infrastructure are implemented to build the resilience of vulnerable communities in six priority districts


Duties and Responsibilities

Under the direct supervision of the National Project Manager (NPM) and guidance from the Technical Advisor (CTA), the National Field Coordinators will complete below task at PMU:

  • Project Management at municipal level
  • Project Coordination and Partnership Building
  • Operations and Finance Management 
  • Capacity Building and knowledge Management

Project Management at municipal level

  • Coordinate/liasse with municipal level partners and staekeholders as well as municipal authorities and suku counchil to ensure attainment of project outputs by assuming overall responsibility for the management and coordination of project activities at the target municipality.
  • Support the quality and timely preparation of the work plan and project progress reports including financial report as required by major stakeholders and the country office on a regular and demand driven base.
  • Ensure that project activities are selected and designed in gender-responsive manner, ensure voice and participation of women in the process of project implementation.
  • Ensure that the implementation of the project activities at municipallevel is carried out in the most effective and expeditious manner.
  • Carry out regular monitoring to ensure measurement of project achievement againts expected outcomes and outputs.
  • Prepare reports and lessons learnt and send to the Project Manager and CTA for further compilation and dissemination
  • Support in evaluating completed project activities with the special emphasis on the result of UNDP’s contributions in order to assess the effectiveness and impact of UNDP assistance.

Project Coordination and Partnership Building

  • Identify key partners at the target municipality for achieving the objectives of the project
  • Undertake wide consultations with local communities, local authorities, local experts, and other stakeholders to facilitate consensus building, conflict resolution and cooperation and synergy
  • Coordinate the preparation, revision and update of a baseline assessment (BA), conceptual model and indicators for monitoring project progress and evaluating its impact, including the collection of information
  • Coordinate project activities implementation at the target municiplaity
  • Maintain strong working partnerships with relevant local authorities and the UNDP Country Office (UNDP CO) and ensure they are kept well informed of all relevant project activities
  • Foster, establish and maintain links with other related projects and collaborative actors in municipality
  • Liaise and coordinate with UN agencies, NGOs and other agencies involved in support of the local community

Operations and Financial Management

  • Prepare action plans, analyze strategic and efficient utilization of resources/budget, as well as work plans in consultation with the appropriate local stakeholders
  • Ensure that UNDP rules and procedures are dully applied in all areas of project interventions including procurament of goods and services
  • Maintain the financial integrity of the project and reporting on all financial issues to National Project Manager, UNDP CO at agreed upon times
  • Provide relevant logistical and information support for UNDP team and consultants in relation to their field work, monitoring and evaluation

Capacity Building and knowledge Management

  • Identify capacity building and training needs of communities and identifying the human and institutional resources to meet those needs
  • Provide technical assistance and support to the community, CBOs and NGOs for project development, including design and application of indicators and grants monitoring activities
  • Locate technical and other assistance from local and national NGOs, and agencies that can be channeled to project proponents for project preparation and/or implementation
  • Assist in the organization of training for local experts and community as required.
  • Synthesis lessons learnt and best practices in project
  • Organize experience exchange workshops with stakeholders as well as field visits to facilitate lesson learning and enhance communication among different community
  • Participate in the preparation of analytical case studies on project activities and issues, and disseminate knowledge products and communication materials
  • Provide continuous information updates for the country office database, as well periodic progress reports
  • Disseminate guidelines and information material to CBOs and NGOs seeking financial and technical support under the project
  • Provide input in development of communication materails such as success stories and news articles to communicate project activities and results/impact

Assume any other function as requested by the Chief Technical Advisor/ Project Manager

Impact of Results

The key results have an impact on the effective and timely delivery of the Timor-Leste project “ Safeguarding rural communities and their physical assets from climate induced disasters in Timor-Leste . As one of the first and largest climate change adaptation project for the UNDP Timor-Leste, the successful delivery of the project will result in a stronger, more strategic position of the UNDP Office.

Required Skills and Experience


  • Bachelor or Masters’ Degree in environmental management, local development, agriculture/forestry, development studies, project management, or any relevant field 


  • 4 years of relevant experience for Bachelor degree or 2 years of relevant experience for Master’s degree in coordinating/managing environmental/agriculture/natural resource management project at municipal level
  • Use of computer (e.g., MS Project and Excel).
  • Experience working with/in collaboration the Ministry of State Administration – PDIM/PNDS process and/or Ministry of Agriculture on watershed management/agro-florestry
  • Previous experience working in the UN system is an advantage

Language Requirements:

  • Proficiency in spoken and written English
