Description of Work

The Division of Soil and Water Conservation seeks a motivated professional to coordinate the Agricultural Water Resources Assistance Program (AgWRAP) and serve as a Cost Share Specialist for all Soil and Water Conservation Commission programs in the Division. Employees may assist clients with compliance issues; seek remediation; manage projects in the area of assignment which may include the monitoring of a contract (including financial management plans); participate in planning; work collaboratively with clients in problem-solving issues.   Employees are involved with report preparation to identify trends, assess or evaluate environmental problems, facilities, or proposed regulations, and to outline alternatives or recommendations to program management.
Key tasks include:
•Developing and recommending changes to existing procedures, practices, policies, and rules
•Providing programmatic and technical assistance to soil and water conservation districts
•Reviewing and approving cost share contracts and payments
•Conducting program reviews to ensure cost share programs are being implemented in accordance with Soil and Water Conservation Commission policies and technical standards.
This position requires a high level of professionalism and the ability to work with diverse partners and stakeholders. Work is multi-disciplinary and assignments address complex environmental issues, problems and projects. All interviewees will be required to provide a writing sample.

Knowledge, Skills and Abilities / Competencies


  • Knowledge of water quantity issues and agricultural conservation practices and/or best management practices (BMPs).
  • Excellent communication skills in both written and oral form.
  • Experience with project or program management.
  • Experience working with the Agricultural Water Resources Assistance Program or other water resource management program.
  • Experience working with soil and water conservation districts and government at all levels.
  • Experience working with public officials and landowners.
Minimum Education and Experience Requirements

Bachelor’s degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.
