The Ganga forms the largest river basin in India in terms of catchment area, constituting 26% of the country’s land mass. In addition to the immense religious significance of the river Ganga in the country, it also supports livelihoods and well-being of around 45% of the country’s population. However, high pollution levels in the Ganga are a cause of concern to humans and also to the diverse biodiversity supported by the river. In this context, the national government has taken up rejuvenation of the river Ganga as one of the major national priorities. The National Government has allocated an amount of around USD 300 million (Rs. 2,037 crores) in the budget for the financial year 2014-15 for this objective.

The National Mission for Clean Ganga (NMCG) is the nodal agency of the Ministry of Water Resources, River Development and Ganga Rejuvenation, Government of India mandated with the responsibility of ensuring abatement of pollution and rejuvenation of the river Ganga through a river basin approach promoting inter-sectoral co-ordination for comprehensive planning and management. NMCG also aims to ensure minimum ecological flows in the river Ganga with the aim of ensuring water quality and environmentally sustainable development. Effective implementation of planned activities and utilization of allocated budget has been severely constrained by capacity constraints at both national and state government levels.

In this context, UNDP has been in discussion with the Ministry of Water Resources, River Development and Ganga Rejuvenation to develop a proposal through which it can provide technical and implementation support to NMCG in its efforts to rejuvenate the river Ganga. UNDP will support national as well as state government initiatives undertaken through NMCG programmes. The proposed engagement with NMCG builds on the extensive experience of UNDP in the country on a diverse range of aspects including ecological restoration, water management, institution building, capacity development and community mobilization. This engagement will be implemented by UNDP through the Development Support Services (DSS) modality in close cooperation, oversight and guidance of the NMCG. Through this modality, UNDP will receive funds from NMCG, and will be responsible for effective use of resources and the achievement of the project outputs indicated in this note. The project will mainly focus on improved sanitation and especially on sustainable solid and liquid waste management through enhanced local capacities and linked livelihoods.

UNDP is looking for a dynamic, experienced individual to be the Operations Officer for the GoI-UNDP partnership for implementation of the project ‘Implementation of rural sanitation initiatives for Ganga rejuvenation in Jharkhand’.

Functions / Key Results Expected

Summary of Key Functions:

The Operations Officer will oversee in close cooperation with the Senior Programme Coordinator all aspects of the Ganga Rejuvenation Program management and operations. This includes financial management, procurement and human resources management consistent with UNDP rules and regulations. The main role is to ensure the smooth functioning of the projects and constant evaluation and readjustment of the operations to take into account changes in the operating environment.  S/he will receive policy guidance from the relevant Country Office teams in the areas of Financial Management, Human Resources Management, Programs and Procurement and act as an Advisor to the Senior Programme Coordinator on developing solutions for the operational challenges of the Ganga initiative. Maintain links with the NMCG and support the back-up functions on programs.

Duties and Responsibilities

Under the supervision of the Senior Programme Coordinator, the Operations Officer will be responsible for the effective and efficient operational management of the project. The key responsibilities would include: 

  • Lead the planning, budgeting and management of project activities including the preparation of the procurement plans for the project and its implementation monitoring.
  • Work in close coordination with the country office procurement team to support preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Regional Advisory Committee on Procurement (RACP); Oversee the work of project staff/ consultants/vendors and ensure timely submission of required outputs;
  • Provide oversight on the proper use of funds as per the Financing agreements.
  • Preparation of financial reporting for the programme, as per UNDP rules and regulations. This includes preparing budget revisions as necessary;
  • Work in close coordination with the CO HR team to ensure optimal staffing of the projects and maintenance of a proper performance management system for the project staff;
  • Liaise with SPMG, NMCG on a regular basis for exchange of information and document;
  • Assist in the timely preparation of the physical and financial progress reports for submission to the Government in accordance with the Financing agreement;
  • Ensure proper organization and management of project records, files, inventory and documentation;
  • Undertake regular monitoring of project activities and ensuring proper management of the project assets;
  • Ensure compliance with UNDP procedures and policies for audit of DIM projects.
  • Undertake any other tasks assigned by the Senior Programme Coordinator.

Required Skills and Experience


  • Masters in Commerce, Economics, Natural Resources Management, and degree/diploma in financial management is desirable.


  • At least 7 years’ professional experience in project operations at the regional/state or head office.
  • Should have good knowledge of computers in MS Office and other applications; knowledge of Excel, budget preparation and budget management and onitoring. Worked in similar assignments in development projects
  • Experience with multi stakeholder environment and dealing with government and allied institutions for programs related to sanitation, enviornment and energy.
  • Experience in supporting information technology driven projects; reporting and drafting of reporting on programs
  • Drafting the annual budget and work program plans and subsequent monitoring of the issues.

Knowledge and Skills:

  • Sound Knowledge of UNDP rules, regulations and policies;
  • Ability to deliver high quality results with strong skills in planning, implementation and operational management of complex projects;
  • Excellent analytical and supervisory skills;
  • Ability to work independently with minimum supervision and work under pressure to meet deadlines.
  • Negotiation and representational skills, and ability to interact with senior officials;
  • Able to work effectively in a sensitive environment and exercise discretion, impartiality and neutrality.

Language Requirements:

  • Fluency in English and Hindi is essential. 


  • The position will require travel to the project sites.

Remuneration package is Rs. 106,291/- (approx.) per month (taxable).  UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder.
