Main purpose of the position is to ensure effective planning and quality implementation of the School Health Education and Community hygiene activities in NRC intervention areas in south Yemen. In addition to this, this person will be required to take lead in undertaking all the training in Hygiene Promotion for school health clubs, hygiene promoters, undertake effective vector control within the IDPs CCs and community and take lead in carrying out Surveys.

Duties and responsibilities

Generic responsibilities:

Help plan and carry out needs assessments, baseline studies and periodic studies, and feedback findings to the stakeholders.
Help plan and carry out hygiene promotion activities within the institutions in the IDPs sites and community intervention areas to reduce WASH-related risks.
Coordinate with the other CCs and other Implementing Partners in the camp to ensure that the various aspects of the WASH response are integrated.
Break down the annual operational plans into weekly, monthly and quarterly implementation plans
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
Coordinate with relevant partners (local authorities, executive units, community leaders and other NGOs/INGOs).  
Preparation of reports, guidelines and other strategic documentation. Participate actively in proposal developments as required.
Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures.
To represent NRC in co-ordination meetings with the other IPs, section and leaders and other stakeholders, Provide specific technical analysis and feedback to NRC representatives in coordination forums.
Coordinate all the WASH activities according to strategy, proposals, budgets and plans.
Ensure adherence to NRC policies and donor requirements.
Ensure compliance with CC strategy, tools, handbooks, guidelines and standards.
Any other assignment as may be required by the WASH Project Coordinator. 

Specific responsibilities:

Supervise Sanitation and Hygiene Promotion activities and resources so that they are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.
Take account of gender, protection, HIV, the environment, and other important cross-cutting concerns in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, minority groups, children, and people with disabilities.
Leading community health approach in implementing the behavior change methodology (PHAST), CLTs and CHAST for the WASH programs.
Help identify needs for hygiene and sanitation items for institutions including the health centers, hospital and other informal schools.
Collect relevant health data on WASH related illness to be able to monitor on the impact of the public health promotion programme.
Facilitate formation of WASH committees and school health clubs to help promote safe WASH practices.
Undertake trainings on hygiene promotion for community, IDPs sites and the school health club members and hygiene promotion incentive staff and the vector control team.
Assist in developing relevant IEC materials that will be used for training and in carrying out hygiene promotion activities within the camp.
Assess and advise on capacity building needs within the team to ensure effective developments of the quality standards for hygiene promotion staff.
Enable effective dialogue with the affected community to allow the agency to be held to account for the quality of the WASH programme.
Represent NRC in the WASH sub Clusters and in other coordination forums.
Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation).

Qualifications

Technical background in Public Health. First degree or postgraduate bachelor/diploma in public Health or similar relevant discipline.
Proven practical experience in the planning and execution of WASH Programs of at least 3 years. experience in a humanitarian and development programs preferably with an INGO.
Experience in undertaking hygiene promotion in a relief programs is essential.
Proven ability to use MS Office software (especially Word and Excel) is essential.
Documented results related to the position’s responsibilities.

Personal qualities

Language: Fluency in written and spoken English is essential; fluency in Arabic is highly desirable.
Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities.
Understanding of international health and development and relief issues.
Sensitivity to the needs and priorities of disadvantaged populations (minority groups etc).
Demonstrated experience of integrating gender and diversity issues into WASH Programming.
Knowledge of the context in south Yemen.
Experience in capacity building and training of staff and target groups.
Political and cultural awareness and experience of working where insecurity is a major issue.

The WASH Officer will assist the WASH PC in providing technical support in the development of NRC’s WASH programming in hygiene promotion activities. He/she will also work closely with the other WASH Project Officers, Assistants in WASH, Education and CCCM to ensure timely delivery of quality services, and will assist the wash Coordinator in overall planning and design of (future) projects. This position will entail management responsibility for WASH Assistants and Field Monitors.
