Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Humanitarian situation and needs

Since April of 2014, Eastern Ukraine has been experiencing significant armed conflict; the Ukrainian Army is being forced to ward off pro-Russian separatist groups. A significant part of the Donetsk and Lugansk Oblasts (regions) are now controlled by separatists, who have declared the independence of two new states, still unrecognized by the international community: « Donetsk People’s Republic » and « Lugansk People’s Republic. » Despite the signing of a ceasefire agreement between the Ukrainian authorities and the separatists, fighting has persisted, causing a considerable number of casualties. In Summer 2016 intense, indiscriminate shelling continues in densely populated areas in different locations along the frontline in eastern Ukraine. As a result of the escalation of armed hostilities, bus stops and public transport, marketplaces, schools and kindergartens, hospitals and residential areas continue to be indiscriminately shelled in clear breach of international humanitarian law. The conflict has had an extremely negative impact on the population living in the region which amounts to more than 5 million and has caused the displacement of 1.4 million people mostly concentrated in the areas closer to the conflict zone.

Humanitarian access to certain areas remains very limited, particularly in zones where armed hostilities are taking place, and hampering the delivery of humanitarian assistance to the most vulnerable people who are in need of humanitarian aid due to the combined impact of conflict, displacement and extreme poverty. Since the beginning of the conflict, population faces shortage in food, health services, basic household items and shelter, and suffer of psychological distress.

Our action in the field

PUI priority is to improve or restore equitable access to quality health, Water and sanitation services for the most vulnerable population living in cities located along the contact line in the Donetsk Oblast. PUI focus of provision of humanitarian aid to vulnerable population within the conflict-affected area employing complex approach strategy based on technical, medical and non-medical expertise.

As part of our activities in Ukraine, we are looking for a WASH Project Manager in Kostyantinovka.

The Water Supply, Sanitation & Hygiene Program Manager (WASH PM) will be responsible for the management and implementation of an integrated WASH projects in Eastern Ukraine.

The WASH PM will work under the supervision of the Field Coordinator based in Kostyantinovka

The WASH PM position’s major objectives are to properly achieve the following global tasks:

  • Proper implementation of all aspects of the UNICEF WASH project
  • Team management of all operational staff within the project.
  • Ability to design and scale up Water supply, Sanitation systems and Hygiene response
  • Programs: He/She will ensure implementation and oversight of all UNICEF – WASH related activities in targeted area.
  • Human Resources: He/She will supervise the WASH team (PUI employees and any day labourers).
  • Logistics and Administration: He/She will oversee the logistic and administrative duties of the project(s) under his/her responsibility.
  • Representation: Upon request from his/her supervisors he/she will represent the organization to local partners, authorities and stakeholders in relation to the scope of the WASH project.
  • Safety and Security: He/She will assist in following safety and security rules on-base and will transmit all safety and security information to his/her supervisor.
  • Strategy: He/She will assist in developing new operations as needed.

Training and experiences

Formation:

  • Degree in hydraulics, water sciences and/or water management /
  • Humanitarian WASH software and hardware aspects

Experience:

  • Humanitarian (minimum 2 years in management of WASH projects)
  • International
  • Technical

Knowledge and skills:

  • Good analytical and writing skills
  • Understanding of project cycle management
  • Good management capacities and team
  • Leadership spirit

Software:

  • Pack Office
  • Hydraulic software’s, AutoCAD, GIS

Required Personal Characteristics:

  • Minimum 2 years of experience in WASH emergency response
  • Ability to work independently and with a sense of initiative and responsibility
  • Diplomatic and open-minded
  • Ability to organize and manage priorities
  • Ability to make proposals and find solutions
  • Ability to work and manage people in a professional and mature manner
  • Ability to take into consideration the local environment and its political, economic and historical aspects
  • Mobility: Extensive travel may be required

Languages

  • Required: English
  • Desirable: French

Proposed Terms

  • Employed with a Fixed-Term Contract – 5 months
  • Starting date: January 2017Salaire / Indemnité
  • Monthly gross income: from 1 815 up to 2 145 Euros depending on the experience in International Solidarity + 50 Euros per semester seniority with PUI
  • Cost covered: Round-trip transportation to and from home / mission, visas, vaccines…
  • Insurance including medical coverage and complementary healthcare, 24/7 assistance and repatriation
  • Housing in collective accommodation

  • Break Policy : 5 working days at 3 and 9 months + break allowance
